Title: LOST&STOLEN FIREARMS
Description: Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police shall suspend for 5 years the Firearm Owner's Identification Card of a person who has been convicted of a third violation of the provision of the Criminal Code of 2012 that makes it an offense for a person who possesses or acquires a firearm and thereafter loses the firearm, or if the firearm is stolen from the person, to fail to report the loss or theft to the local law enforcement agency within 72 hours after obtaining knowledge of the loss or theft. Amends the Firearm Concealed Carry Act. Provides that the Department of State Police shall suspend for 5 years the concealed carry license of a person who has been convicted of a third violation of that Criminal Code of 2012 provision. Amends the Criminal Code of 2012. Provides that a fourth or subsequent violation is a Class 4 felony (rather than a Class A misdemeanor). Effective immediately.

Title: CRIM CD-FIREARM-PROTECT ORDER
Description: Amends the Criminal Code of 2012. Provides that a person who is subject to an order of protection, an emergency order of protection, or an interim 30-day order of protection may not purchase or transport any firearm while the order is in effect. Provides that a person who is the subject of an emergency order of protection may not transport or possess a firearm while in the residence of the alleged victim while the order is in effect. Provides that a violation is a Class A misdemeanor. Effective immediately.

Title: CONCEALED CARRY-PARKING LOT
Description: Amends the Firearm Concealed Carry Act. In the provision that a licensee may carry a concealed firearm in the immediate area surrounding his or her vehicle within a prohibited parking lot area only for the limited purpose of storing or retrieving a firearm within the vehicle's trunk, deletes language that the licensee must ensure that the concealed firearm is unloaded prior to exiting the vehicle. Effective immediately.

Title: CRIM CD-FIREARMS-FEDERAL LAW
Description: Amends the Criminal Code of 2012. Provides that a public officer or public employee or dealer selling any firearm in the State may not enforce or attempt to enforce any act, law, statute, rule, or regulation of the United States government relating to a personal firearm, firearm accessory, or ammunition that is owned or manufactured commercially or privately in Illinois and that remains exclusively within the borders of Illinois. Provides that any official, agent, or employee of the United States government who enforces or attempts to enforce any act, order, law, statute, rule, or regulation of the United States government upon a personal firearm, a firearm accessory, or ammunition that is owned or manufactured commercially or privately in Illinois and that remains exclusively within the borders of Illinois is guilty of a Class 4 felony for which the sentence shall be a term of imprisonment for not less than one year or more than 3 years, a fine of not more than $5,000, or both. Provides that any federal law, rule, regulation, or order created or effective on or after January 1, 2016 shall be unenforceable within the borders of Illinois if the law, rule, regulation or order attempts to: (1) ban or restrict ownership of a semi-automatic firearm or any magazine of a firearm; or (2) require any firearm, magazine, or other firearm accessory to be registered in any manner. Effective immediately.

Title: CORRECTIONAL OFFICER-FIREARMS
Description: Amends the Criminal Code of 2012 and the Unified Code of Corrections. Title: FIREARM CONCEALED CARRY-SIGNS
Description: Amends the Firearm Concealed Carry Act. Provides that a person shall not carry a concealed firearm onto private real property of any type without prior permission from the property owner. Provides that a real property owner shall indicate permission to carry concealed firearms onto the property by clearly and conspicuously posting a sign at the entrance of a building, premises, or real property under his or her control, except this posting is not required if the property is a private residence. Provides that the sign shall be at least 4 inches by 6 inches in size (rather than exactly that size). Effective immediately.

Description: Amends the Firearm Concealed Carry Act. Eliminates provision that prohibits a concealed carry licensee from knowingly carrying a firearm on or into any bus, train, or form of transportation paid for in whole or in part with public funds, and any building, real property, and parking area under the control of a public transportation facility paid for in whole or in part with public funds.

Title: CONCEALED CARRY-PROHIBIT PLACE
Description: Amends the Firearm Concealed Carry Act. Provides that a licensee under the Act shall not knowingly carry a firearm into any building, real property, or parking area under the control of (1) a licensed establishment as defined and licensed under the Video Gaming Act, or (2) a licensed fraternal establishment or licensed veterans establishment as defined and licensed under the Video Gaming Act, where alcoholic liquor is drawn, poured, mixed, or otherwise served for consumption on the premises. Provides that a licensee under the Act shall not knowingly carry a firearm into any building under the control of a licensed fraternal establishment, licensed veterans establishment, or licensed truck stop establishment, as defined and licensed under the Video Gaming Act, and alcoholic liquor is not drawn, poured, mixed, or otherwise served for consumption on the premises. Provides that any person (rather than the owner) lawfully in possession and control of private real property of any type may prohibit the carrying of concealed firearms on the property (deletes under his or her control). Provides that if the property is a private residence no sign need be posted and it shall be presumed that the carrying of concealed firearms is prohibited in the residence and a violation of the Act. Effective immediately.

Title: WILDLIFE-USE OF SUPPRESSORS
Description: Amends the Wildlife Code. Removes a prohibition on the use of a silencer or other device to muffle or mute the sound of the explosion or report resulting from the firing of any gun. Provides that no person shall, carry, possess, transport or use a silencer, suppressor or other device to muffle or mute the sound of the explosion or report resulting from the firing of any gun for the taking of game, unless such silencer, suppressor, or device is in compliance with the National Firearms Act. Any game animal regulated under this Act may be taken within its season with a silencer, suppressor, or device to muffle or mute the sound of the explosion or report resulting from the firing of any gun. A silencer, suppressor, or device to muffle or mute the sound of the explosion or report resulting from the firing of any gun may be used when taking wildlife in accordance with a specified provision concerning the authority to kill wildlife responsible for damage. Effective immediately.

Title: FOID CARD ACT-PRIVATE SALE
Description: Amends the Firearm Owners Identification Card Act. Provides that a person who is not a federally licensed importer, manufacturer, or dealer and who desires to sell or transfer a firearm of a size that may be concealed upon the person to another person, who is not a federally licensed importer, manufacturer, or dealer, shall do so only at the place of business of a federally licensed firearm dealer. Provides that the federally licensed firearm dealer shall conduct a background check on the prospective recipient of the firearm and follow all other applicable federal, State, and local laws as if he or she were the seller of the firearm. Provides that the purchaser or transferee may be required by the federally licensed firearm dealer to pay a fee not to exceed $10 per firearm, plus other authorized fees. Makes exceptions for (i) the transfer of a firearm between spouses, a parent and child, or other family members, (ii) transfers by persons acting pursuant to operation of law or a court order, or (iii) transfers on the grounds of a gun show. Provides that the Department of State Police shall develop an Internet based system for individuals to request the Department of State Police to conduct an instant criminal background check prior to the sale or transfer of a handgun. Provides that the Department of State Police shall have the system completed and available for use by July 1, 2016.

Provides that an applicant for licensure as a private alarm contractor who has received a business degree from an accredited college or university shall be given credit for 2 years of required experience. Makes changes concerning the disciplinary grounds under the Act related to commission of a felony or a misdemeanor. Amends provisions of the Criminal Code of 2012 concerning exemptions to provisions concerning unlawful use of weapons by removing language limiting the exemptions for persons licensed under the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 who are commuting between their homes and places of employment to commuting that is accomplished within one hour from departure from home or place of employment. Provides that any owner of an establishment that serves alcohol on its premises who maintains a retail liquor license as provided in the Act and allows for the sale and consumption of alcoholic beverages on its premises as an on premise consumption retailer, (deletes if more than 50% of the establishment's gross receipts within the prior 3 months is from the sale of alcohol) who knowingly fails to prohibit concealed firearms on its premises or who knowingly makes a false statement or record to avoid the prohibition of concealed firearms on its premises under the Firearm Concealed Carry Act shall be guilty of a business offense with a fine up to $5,000. Amends the Firearm Concealed Carry Act. Provides that a licensee under the Act shall not knowingly carry a firearm on or into any building, real property, and parking area under the control of an establishment that maintains a retail liquor license as provided in the Liquor Control Act of 1934 and allows for the sale and consumption of alcoholic beverages on its premises as an on premise consumption retailer (rather than serves alcohol on its premises, if more than 50% of the establishment's gross receipts within the prior 3 months is from the sale of alcohol).

Description: Amends the Criminal Code of 2012. Creates the offense of unlawful use of a three-dimensional printer to create a firearm. Provides that a person commits the offense when he or she knowingly uses a three-dimensional printer to create a fully functioning firearm. Adds exemptions for: (1) a person who possesses a license to manufacture firearms under the federal Gun Control Act of 1968; (2) a person who is actually engaged in the business of manufacturing and selling any piece or part of a firearm, but only with respect to the activities which are within the lawful scope of that business; or (3) a person who uses a three-dimensional printer to create a prototype of a firearm. Adds definitions of "prototype" and "three-dimensional printer". Provides that a violation is a Class A misdemeanor.

Title: CONCEALED CARRY-FEES-TRAINING
Description: Amends the Firearm Concealed Carry Act. Provides that notwithstanding any other provision of the Act, the fee for a new concealed carry license or non-resident license shall be waived if the applicant is an active, retired, or honorably discharged member of the Armed Forces of the United States, a reserve component of the Armed Forces of the United States, or of the Army National Guard or the Air National Guard. Provides that an active, retired, or honorably discharged member of the Armed Forces of the United States, a reserve component of the Armed Forces of the United States, or of the Army National Guard or the Air National Guard shall be exempt from the firearm training requirements. Eliminates provision that the Department of State Police and certified firearms instructors shall recognize 8 hours of training as completed toward the 16 hour training requirement, if the applicant is an active, retired, or honorably discharged member of the United States Armed Forces, and that any remaining hours that the applicant completes must at least cover the classroom subject matter concerning all applicable State and federal laws relating to the ownership, storage, carry, and transportation of a firearm, and the range qualification.

Title: CONCEALED CARRY-SECURE FIREARM
Description: Amends the Firearm Concealed Carry Act. If a concealed carry licensee carrying a firearm or a non-resident carrying a firearm in a vehicle as provided in the Act is contacted by emergency services personnel, the emergency services personnel may secure the firearm or direct that it be secured during the duration of the contact if the emergency services personnel determines that it is necessary for the safety of any person present, including the emergency services personnel. Provides that the licensee or nonresident shall submit to the order to secure the firearm. Provides that when emergency services personnel have determined that the licensee or non-resident is not a threat to the safety of any person present, including emergency services personnel, and if the licensee or non-resident is physically and mentally capable of possessing the firearm, the emergency services personnel shall return the firearm to the licensee or non-resident before releasing him or her from the scene and breaking contact. Provides that if the licensee or non-resident is transported for treatment to another location, the firearm shall be turned over to any peace officer. Provides that the peace officer shall provide a receipt which includes the make, model, caliber, and serial number of the firearm.

Title: ILLEGAL WEAPONS-DISPOSITION
Description: Amends the Criminal Code of 2012. Provides that after the disposition of a criminal case or in any criminal case where a final judgment in the case was not entered due to the death of the defendant, and when a confiscated weapon is no longer needed for evidentiary purposes, and when in due course no legitimate claim has been made for the weapon, a weapon transferred to a law enforcement agency may be sold by the law enforcement agency at public auction under the Law Enforcement Disposition of Property Act. Amends the Domestic Violence: Order of Protection Article of the Code of Criminal Procedure of 1963 and the Illinois Domestic Violence Act of 1986. Provides that upon expiration of the period of safekeeping of a firearm of a respondent against whom an order of protection was issued, if the firearms or Firearm Owner's Identification Card cannot be returned to respondent because the respondent cannot be located, fails to respond to requests to retrieve the firearms, or is not lawfully eligible to possess a firearm, upon petition from the local law enforcement agency, the court may order the local law enforcement agency to sell the firearm at public auction under the provisions of the Law Enforcement Disposition of Property Act. Amends the Law Enforcement Disposition of Property Act. Provides that weapons that have been confiscated as a result of having been abandoned or illegally possessed may be sold at public auction under the Act.

Description: Amends the Criminal Code of 2012. Provides that 90 days after the effective date of the amendatory Act, it is unlawful for any person within the State to knowingly manufacture, deliver, sell, purchase, or possess or cause to be manufactured, delivered, sold, purchased, or possessed a semi-automatic assault weapon, an assault weapon attachment, any .50 caliber rifle, or .50 caliber cartridge. Provides that these provisions do not apply to a person who possessed a prohibited weapon, device, or attachment before the effective date of the amendatory Act if the person has provided proof of ownership to the Department of State Police within 90 days after the effective date of the amendatory Act. Title: GAMING-CHICAGO CASINO/BOAT
Description: Amends the Riverboat Gambling Act. Changes the short title to the Illinois Gambling Act and changes corresponding references to the Act throughout the statutes. Authorizes the Illinois Gaming Board to conduct gambling operations on a riverboat or in a casino, through a licensed manager, within the City of Chicago. Provides that the City of Chicago shall select the site for the gambling operation and acquire, upon consultation with the Capital Development Board, any land necessary for its construction, including by condemnation or eminent domain, and the City of Chicago shall convey to the Illinois Gaming Board property so acquired upon reimbursement to the City of Chicago of the purchase price of the property, plus reasonable interest costs. Requires the Capital Development Board to construct, repair, and maintain, or contract for and supervise the construction, repair, and maintenance of, facilities for use by the Board to conduct the gambling operations. Provides deadlines for the selection of a licensed manager for the gambling operations and limits the number of positions that may be operated. Provides that no admissions tax shall be imposed upon admissions to that gambling operation. Amends the Riverboat Gambling Act and the Video Gaming Act to prohibit political contributions from certain licensees. Makes other changes. Contains a severability clause. Effective September 1, 2015.

Description: Amends the Firearm Owners Identification Card Act. Title: FIREARMS REGISTRATION
Description: Creates the Firearms Registration Act. Provides that every person in the State must register each firearm he or she owns or possesses in accordance with the Act. Provides that a person shall not purchase or possess ammunition within this State without having first obtained a registration certificate identifying a firearm that is suitable for use with that ammunition, or a receipt demonstrating that the person has applied to register a suitable firearm under the Act and that the application is pending. Provides that the Department of State Police must complete a background check of any person who applies for: (1) a registration certificate for a firearm that was lawfully owned or possessed on the effective date of the Act, was brought into the State by a new resident, or was acquired by operation of law upon the death of the former owner; or (2) a renewal of a registration certificate unless, within 12 months of the date the renewal application is submitted, the applicant passed a background check conducted by the Department in connection with the applicant's acquisition of another firearm. Provides exceptions. Amends the Criminal Code of 2012. Provides that it is a Class 2 felony to sell or transfer ownership of a firearm to another person without complying with the registration requirement of the Firearms Registration Act.

Description: Creates the Lethal Violence Order of Protection Act. Provides that a petitioner may request an emergency lethal violence order of protection by filing an affidavit or verified pleading alleging that the respondent poses an immediate and present danger of causing personal injury to himself, herself, or another by having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm. Provides that the petition shall also describe the type, and location of any firearm or firearms presently believed by the petitioner to be possessed or controlled by the respondent. Provides that the petitioner may be a family member of the respondent or a law enforcement officer, who files a petition alleging that the respondent poses a danger of causing personal injury to himself, herself, or another by having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm. Establishes factors that the court must consider before issuing a lethal violence order of protection. Provides for the issuance of ex parte orders and one year orders. Provides that if the court issues the order the respondent must: (1) refrain from having in his or her custody or control, owning, purchasing, possessing, or receiving additional firearms for the duration of the order; and (2) turn over to the local law enforcement agency any firearm, Firearm Owner's Identification Card, or concealed carry license in his or her possession. Establishes factors for renewing and terminating lethal violence orders of protection. Amends the Firearm Owners Identification Card Act and the Firearm Concealed Carry Act to make conforming changes.

Description: Amends the Firearm Concealed Carry Act. Provides that the Department of State Police must notify the applicant stating detailed grounds for the denial and the applicant's right to receive copies of all documents and other evidence that was provided to the Department concerning the application. Provides that in the event that an applicant is denied a license, a copy of any and all objections made by law enforcement agencies shall be made available to the applicant. Provides that upon the referral, applicants shall be given notice by the Department that the application is undergoing review by the Board. The notice shall include the next date upon which the Concealed Carry Licensing Review Board is expected to convene, and shall inform the applicant that the 90-day time period has been tolled. Provides that all documents and evidence provided to the Board, including a list of the names of all witnesses who provided testimony to the Board, shall be made available to the applicant and the applicant's designated attorney, if any. Provides that an applicant may appeal a denial of an application for a concealed carry license by the Department to the Director for a hearing within 70 calendar days after the denial. Provides that the time deadline for filing a petition for administrative or judicial review shall be 70 calendar days from the date the notice of denial was received by the applicant. If an applicant brings a petition for judicial review under this Act, the petition must be decided without remand to the Department.

Provides that a unit of local government, including a home rule unit, may not impose any tax, fee, or other assessment other than the normal sales tax rate for goods, on any firearms, firearm attachments, or firearm ammunition. Provides that the provisions of any ordinance or resolution on or after the effective date of the amendatory Act by any county government that imposes any tax, fee, or other assessment other than the normal sales tax rate for goods are invalid and all those existing ordinances and resolutions are void. Provides that nothing in this provision shall prevent a licensee holding the office of mayor, alderman, president, trustee, marshal, or deputy marshal of a municipality, from carrying a handgun as defined in the Act while attending a public meeting at a building under the control of the municipality. Provides that the Department of Corrections shall supply its retired correctional officers and retired personnel of the Parole Division with an identification card that acknowledges years of service and title of employee at his or her time of retirement from the Department of Corrections. Deletes provision that parole agents and supervisors who are discharged from employment of the Illinois Department of Corrections shall no longer be considered law enforcement officials and all their rights as law enforcement officials shall be revoked permanently.

Title: GUN DEALER&AMMO SELLER LICENSE
Description: Creates the Gun Dealer and Ammunition Seller Act. Provides that it is unlawful for any person to engage in the business of selling, leasing, or otherwise transferring firearms or ammunition without a dealer license issued by the Department of Financial and Professional Regulation. Provides that a dealer license expires 5 years after the date of issuance. Provides that a license may be renewed for additional 5-year periods if the licensee submits a timely application for renewal, accompanied by a nonrefundable renewal fee established by the Department. Establishes licensing requirements. Provides that the Department shall require each applicant for a dealer license or the renewal of a dealer license, as part of the application process, and each prospective employee of a licensee, as a condition of employment, to: (1) provide a copy of a currently valid Firearm Owner's Identification Card issued to that person; and (2) authorize an investigation to determine if any of the conditions for license denial exist. Establishes conditions for denial of a license. Provides that the licensee shall not allow any person to consume alcohol on the premises of the business. Provides that the Department of State Police may establish rules requiring employees and agents of licensees to undergo training regarding legal requirements and responsible business practices as applicable to the sale or transfer of firearms or ammunition. Amends the Firearm Owners Identification Card Act and the Firearm Concealed Carry Act to make conforming changes.

Description: Amends the Firearm Owners Identification Card Act. Provides that nothing in the definition of "gun show" shall be construed to exclude a gun show held in conjunction with competitive shooting events at the World Shooting Complex sanctioned by a national governing body in which the sale or transfer of firearms is authorized under the Criminal Code of 2012. Provides that any non-resident registered participant of a competitive shooting event held at the World Shooting Complex sanctioned by a national governing body, who is not prohibited by the laws of Illinois, the state of his or her domicile, or the United States from obtaining, possessing, or using a firearm may purchase or obtain a rifle, shotgun, or other long gun or ammunition for a rifle, shotgun, or other long gun at the competitive shooting event. Amends the Criminal Code of 2012. Provides that waiting period for the delivery of a firearm after application for its purchase has been made does not apply to the transfer or sale of any rifle, shotgun, or other long gun to a resident registered participant or non-resident registered participant by any dealer licensed as a federal firearms dealer under the federal Gun Control Act of 1968 at competitive shooting events held at the World Shooting Complex sanctioned by a national governing body. Provides that the Department of Natural Resources shall give notice to the Department of State Police at least 30 calendar days prior to any competitive shooting events at the World Shooting Complex sanctioned by a national governing body. Provides that the sanctioning body shall provide a list of all registered participants at least 24 hours before the events to the Department of State Police. Provides that any changes to the list of registered participants shall be forwarded to the Department of State Police as soon as practicable.

Description: Amends the Illinois Horse Racing Act of 1975 and the Riverboat Gambling Act to authorize electronic gaming at race tracks (and makes conforming changes in various Acts). Further amends the Illinois Horse Racing Act of 1975. Makes various changes concerning Board members. Contains provisions concerning testing of horses. Further amends the Riverboat Gambling Act. Changes the short title to the Illinois Gambling Act and changes corresponding references to the Act throughout the statutes. Adds 4 additional owners licenses. Authorizes the Illinois Gaming Board to conduct gambling operations on a riverboat or in a casino, through a licensed manager, within the City of Chicago. Provides that the City of Chicago shall select the site for the operation and acquire, upon consultation with the Capital Development Board, any land necessary for its construction, including by condemnation or eminent domain, and the City of Chicago shall convey to the Illinois Gaming Board property so acquired upon reimbursement, plus reasonable interest costs, to the City of Chicago. Requires the Capital Development Board to construct, repair, and maintain, or contract for and supervise the construction, repair, and maintenance of, facilities for use by the Board to conduct the gambling operations. Limits the number of positions that may be operated. Provides that no admissions tax shall be imposed upon admissions. Makes changes in provisions concerning the admission tax and privilege tax. Amends the Illinois Horse Racing Act of 1975, the Riverboat Gambling Act, and the Video Gaming Act to prohibit political contributions from certain licensees. Makes other changes. Contains a severability clause. Effective September 1, 2015.

Description: Amends the Criminal Code of 2012. Provides that it is a petty offense for which a fine of not less than $250 and not more than $750 for a first offense, $500 to $1,000 for a second offense, and $1,000 to $2,500 for a third or subsequent offense shall be imposed, for a person to purchase, possess, conceal, use, sell, give away, or otherwise transfer, or to engage in the business of selling or to exhibit for sale, a replica firearm in the State. Description: Amends the Illinois Police Training Act. Provides that the annual training of each police chief and deputy police chief must include at least one course on the Firearm Owners Identification Card Act, the Firearm Concealed Carry Act, and firearms investigations. Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police has authority to deny an application for or to revoke and seize a Firearm Owner's Identification Card (FOID card) previously issued under the Act if the Department finds that the applicant or the person to whom the card was issued is or was at the time of issuance a person named on the consolidated Terrorist Watchlist maintained by the Terrorist Screening Center administered by the Federal Bureau of Investigation. Provides that if the Department of State Police has not received the Firearm Disposition Record within 5 business days after sending notice of revocation and seizure of an FOID card, the Department must send a second notice to the sheriff and law enforcement agency where the person resides. The second notice shall include the compliance requirements under the Act. Upon receiving the second notice, the sheriff or law enforcement agency shall report to the Department the status and efforts pursued regarding compliance under the Act. If the person whose FOID card has been revoked fails to comply with the requirements of the Act, the sheriff or law enforcement agency where the person resides shall (rather than may) petition the court for a warrant to search for and seize the person's FOID card and firearms. Provides that within 30 days after the effective date of the amendatory Act, and by January 31 of each year thereafter, the Department of State Police shall provide written notice of the requirements of this provision to every sheriff and law enforcement agency within the State. Effective immediately.

Provides that in the event that an applicant is denied a license, a copy of any and all objections made by law enforcement agencies shall be made available to the applicant. If an applicant brings a petition for judicial review under this Act, the petition must be decided without remand to the Department.

Provides that an agent or employee of the State or of any political subdivision of the State who knowingly violates the Act shall for a first violation be liable for a civil penalty not to exceed $3,000, which shall be paid into the State's General Revenue Fund. Provides that a second or subsequent violation is a Class C misdemeanor. Contains a severability provision. Effective immediately.

Exempts from a violation of the unlawful use of weapons and aggravated unlawful use of a weapon statutes concerning the carrying of firearms, the carrying or possessing of firearms by wardens, superintendents and keepers of prisons, penitentiaries, jails and other institutions for the detention of persons accused or convicted of an offense, whether or not the firearms are carried while in the performance of their official duty or whether or not they are commuting between their homes and places of employment (currently, if the corrections officer is not a holder of a concealed carry license, he or she may carry a firearm outside his or her land or outside his or her own abode, legal dwelling, or fixed place of business, or outside the land or outside the legal dwelling of another person as an invitee with that person's permission, only while in the performance of his or her official duty, or while commuting between his or her home and place of employment).

Description: Amends the Criminal Code of 2012. Provides that a person who has been issued a currently valid license under the Firearm Concealed Carry Act may carry a concealed stun gun or taser and may purchase, carry, or possess a switchblade knife. Provides that the exemption applies only if the licensee complies with the restrictions on carrying in specific locations as provided in the Firearm Concealed Carry Act. Permits peace officers to purchase, possess, or carry a switchblade knife. Provides that the Department of State Police and the State's Attorneys of this State shall establish a gun trade-in program in which events are held in each county of this State, once per year in each county, to buy back from any person a firearm, gun, rifle, shotgun, or other similar weapon for a nominal fee. Creates 2 separate offenses of unlawful use or possession of weapons by felons and unlawful use or possession of weapons by persons in the custody of the Department of Corrections facilities. Establishes penalties. Changes the penalties for aggravated unlawful use of a weapon. Provides that a sentence of county impact incarceration is not authorized for aggravated unlawful use of a weapon or for unlawful possession of a firearm by a street gang member. Provides that unlawful possession of a firearm by a street gang member is a Class 2 felony for which the person shall (rather than may) be sentenced to 4 (rather than 3) years and no more than 10 years. Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for certain unlawful use or possession of weapons by felons violations shall receive no more than 7.5 days of sentence credit for each month of his or her sentence of imprisonment; and that a prisoner serving a sentence for unlawful possession of a firearm by a street gang member; certain violations of unlawful use or possession of weapons by felons; or a Class 2 or greater felony for aggravated unlawful use of a weapon shall receive no more than 4.5 days of sentence credit for each month of his or her sentence of imprisonment unless the prisoner receives a court order authorizing the Department of Corrections to issue up to a maximum of 180 days of additional sentence credit towards the prisoner's sentence. Amends various other Acts to make conforming changes.

Title: CONCEALED CARRY-FOREIGN LICENS
Description: Amends the Firearm Concealed Carry Act. Provides that the Department of State Police shall by rule allow for non-resident license applications from any state or territory of the United States (rather than just those states or territories with laws related to firearm ownership, possession, and carrying, that are substantially similar to the requirements to obtain a license under the Act). Provides that a license to carry a firearm issued by a recognized state or territory shall be considered a license issued by this State to carry a concealed firearm provided: (1) the licensee remains eligible to possess firearms; (2) the foreign license to carry a firearm remains valid at all times the licensee is carrying a concealed firearm within this State; and (3) the licensee follows all the laws and regulations of this State regarding possession, transport, and carrying of firearms. Provides that the Department shall by rule adopt written criteria of minimum standards that must be maintained by any state or territory to become or remain recognized under the Act. Provides that the Department shall annually review and publish the recognized states and territories. Description: Amends the Criminal Code of 2012. Creates the offense of firearms trafficking. Provides that a person commits the offense when he or she has not been issued a currently valid Firearm Owner's Identification Card and knowingly brings, or causes to be brought, into the State, a firearm or firearm ammunition, or both, for the purpose of sale, delivery, or transfer to any other person or with the intent to sell, deliver, or transfer the firearm or firearm ammunition to any other person. Provides that firearms trafficking is a Class 1 felony for which the person, if sentenced to a term of imprisonment, shall be sentenced to not less than 4 years and not more than 20 years. Provides that firearms trafficking by a person who has been previously convicted of firearms trafficking, gunrunning, or a felony offense for the unlawful sale, delivery, or transfer of a firearm or firearm ammunition in this State or another jurisdiction is a Class X felony. Amends the Unified Code of Corrections. Provides that a period of probation, a term of periodic imprisonment or conditional discharge shall not be imposed when the person has been found guilty of firearms trafficking involving both a firearm and firearm ammunition. Provides that the court shall sentence the offender to not less than the minimum term of imprisonment for the offense. Effective immediately.

Title: FOID-REVOKE-ORDER OF PROTECT
Description: Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police also has authority to deny an application for or to revoke and seize a Firearm Owner's Identification Card previously issued under the Act if the Department finds that the applicant or the person to whom the card was issued is or was at the time of issuance: (1) a person who is subject to an order of protection, or similar protective order entered by another state, tribal, or territorial court; or (2) a person who is subject to a stalking no contact order prohibiting him or her from possessing a firearm. Description: Amends the Alcoholism and other Drug Abuse and Dependency Act. Provides that an addict may elect treatment under supervision of a designated program if the offense is possession of a controlled substance or possession of 500 grams or less of cannabis. Amends the Criminal Identification Act. Expands offenses subject to sealing and expungement. Amends the Criminal Code of 2012. Changes the penalties for various offenses. Amends the Cannabis Control Act. Provides that possession of 57 grams or less of cannabis is a civil violation with a $25 fine. Provides that the manufacture, delivery, or possession with intent to deliver, or manufacture of 57 grams or less of any substance containing cannabis is a civil violation and subject to a $25 fine. Provides that possessing, growing, producing, or processing not more than 5 cannabis sativa plants, provided that the growing is not conducted openly or publicly and is not provided for sale or consideration, shall constitute a civil violation and shall be subject to a fine of $25. Amends the Drug Paraphernalia Control Act. Provides that if a person has possession of 57 grams or less of cannabis, the penalty for possession of any drug paraphernalia seized during the violation for that offense shall be a civil violation punishable by a fine of $25. Amends the Unified Code of Corrections. Eliminates minimum sentences for all classes of offenses. Amends various Acts concerning other penalties. Provides that the amendatory Act applies to offenses committed before its effective date, and to offenses committed on or after its effective date. Provides that an offender who currently is serving sentence for a felony which is reduced to a lesser felony or to a misdemeanor by the amendatory Act may petition the court for resentencing to a lesser sentence and be given credit for time served.

Description: Amends the Illinois Police Training Act. Provides the annual training of police chiefs must include at least one course on the Firearm Owners Identification Card Act, the Firearm Concealed Carry Act, and firearms investigations. Amends the Firearm Owners Identification Card Act. In the definition of "clear and present danger" that the person demonstrates threatening physical or verbal behavior, such as violent, suicidal, or assaultive threats, actions, or other behavior, adds that it includes any act that is intended to cause or create a risk and does cause or create a risk of death or great bodily harm to one or more persons. Permits the Department of State Police to notify the FBI if a person on the Terrorist Watchlist submits an application for a Firearm Owner's Identification Card (FOID card). Requires the Department of State Police to, within 3 business days, provide notice and reason for the disqualification of a person from a firearm purchase or FOID card revocation to all law enforcement agencies with jurisdiction to assist with the seizure of the person's FOID card. Adds as grounds to deny an application for or to revoke or seize the person's FOID card that the person is charged with making a terrorist threat or soliciting or providing material support for terrorism under State law or a similar offense of another state or under federal law. Provides if the Department of State Police has not received the FOID card or Firearms Disposition Record from the person, the Department shall send notice of noncompliance to the sheriff and law enforcement agency where the person resides.

Provides that beginning January 1, 2018, any person who manufactures, causes to be manufactured, imports into the State for sale or personal use, keeps for sale, offers or exposes for sale, or who gives or lends any handgun ammunition that is not serialized is guilty of a Class A misdemeanor. Provides that beginning January 1, 2018, any person who possesses in any public place any handgun ammunition that is not serialized is guilty of a Class C misdemeanor. Provides exceptions. Provides that beginning January 1, 2018, the Department of State Police shall maintain a centralized registry of all reports of handgun ammunition transactions reported to the Department in a manner prescribed by the Department. Provides that information in the registry, upon proper application for that information, shall be furnished to peace officers and authorized employees of the Department of State Police or to the person listed in the registry as the owner of the particular handgun ammunition. Provides that the Department of State Police shall adopt rules relating to the assessment and collection of end-user fees in an amount not to exceed $0.005 per round of handgun ammunition or per bullet, in which the accumulated fee amount may not exceed the cost to pay for the infrastructure, implementation, operational, enforcement, and future development costs of these provisions. Description: Creates the Firearms Registration Act. Provides that every person in the State must register each firearm he or she owns or possesses in accordance with the Act. Provides that a person shall not purchase or possess ammunition within this State without having first obtained a registration certificate identifying a firearm that is suitable for use with that ammunition, or a receipt demonstrating that the person has applied to register a suitable firearm under the Act and that the application is pending. Title: FOID CARD ACT-PRIVATE SALE
Description: Amends the Firearm Owners Identification Card Act. Provides that a person who is not a federally licensed importer, manufacturer, or dealer and who desires to sell or transfer a firearm of a size that may be concealed upon the person to another person, who is not a federally licensed importer, manufacturer, or dealer, shall do so only at the place of business of a federally licensed firearm dealer. Provides that the federally licensed firearm dealer shall conduct a background check on the prospective recipient of the firearm and follow all other applicable federal, State, and local laws as if he or she were the seller of the firearm. Provides that the purchaser or transferee may be required by the federally licensed firearm dealer to pay a fee not to exceed $10 per firearm, plus other authorized fees. Makes exceptions for (i) the transfer of a firearm between spouses, a parent and child, or other family members, (ii) transfers by persons acting pursuant to operation of law or a court order, or (iii) transfers on the grounds of a gun show. Provides that the Department of State Police shall develop an Internet based system for individuals to request the Department of State Police to conduct an instant criminal background check prior to the sale or transfer of a handgun. Provides that the Department of State Police shall have the system completed and available for use by July 1, 2016.

Description: Amends the Criminal Code of 2012. Enhances the penalties for certain violations of the statutes concerning unlawful use or possession of weapons by felons, aggravated unlawful use of a weapon, and unlawful possession of a firearm by a street gang member. Changes the minimum term of imprisonment for being an armed habitual criminal from 6 years to 10 years, and the maximum term of imprisonment from 30 years to 45 years. Description: Amends the Firearm Concealed Carry Act. Provides that the Department of State Police must notify the applicant stating detailed grounds for the denial and the applicant's right to receive copies of all documents and other evidence that was provided to the Department concerning the application. Provides that in the event that an applicant is denied a license, a copy of any and all objections made by law enforcement agencies shall be made available to the applicant. Provides that upon the referral, applicants shall be given notice by the Department that the application is undergoing review by the Board. The notice shall include the next date upon which the Concealed Carry Licensing Review Board is expected to convene, and shall inform the applicant that the 90-day time period has been tolled. Provides that all documents and evidence provided to the Board, including a list of the names of all witnesses who provided testimony to the Board, shall be made available to the applicant and the applicant's designated attorney, if any. Provides that an applicant may appeal a denial of an application for a concealed carry license by the Department to the Director for a hearing within 70 calendar days after the denial. Provides that the time deadline for filing a petition for administrative or judicial review shall be 70 calendar days from the date the notice of denial was received by the applicant. If an applicant brings a petition for judicial review under this Act, the petition must be decided without remand to the Department.

Title: LETHAL VIOLENCE ORD PROTECT
Description: Creates the Lethal Violence Order of Protection Act. Provides that a petitioner may request an emergency lethal violence order of protection by filing an affidavit or verified pleading alleging that the respondent poses an immediate and present danger of causing personal injury to himself, herself, or another by having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm. Provides that the petition shall also describe the type, and location of any firearm or firearms presently believed by the petitioner to be possessed or controlled by the respondent. Provides that the petitioner may be a family member of the respondent or a law enforcement officer, who files a petition alleging that the respondent poses a danger of causing personal injury to himself, herself, or another by having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm. Establishes factors that the court must consider before issuing a lethal violence order of protection. Provides for the issuance of ex parte orders and one year orders. Provides that if the court issues the order the respondent must: (1) refrain from having in his or her custody or control, owning, purchasing, possessing, or receiving additional firearms for the duration of the order; and (2) turn over to the local law enforcement agency any firearm, Firearm Owner's Identification Card, or concealed carry license in his or her possession. Establishes factors for renewing and terminating lethal violence orders of protection. Amends the Firearm Owners Identification Card Act and the Firearm Concealed Carry Act to make conforming changes.

Title: FIREARM DEALER LICENSING ACT
Description: Creates the Firearm Dealer Licensing Act. Provides for the regulation of firearm dealers through licensure by the Department of Financial and Professional Regulation. Provides that no person may sell or otherwise transfer, expose for sale or transfer, or have in his or her possession with the intent to sell or transfer any firearm without being licensed under the Act. Provides, however, that the prohibition does not apply to a person who makes occasional sales, exchanges, or purchases of firearms for the enhancement of a personal collection or as a hobby, or who sells all or part of his or her personal collection of firearms. Sets forth provisions concerning application, fees, duration of licensure, license retention requirements, submissions to the Department, penalties, revocation, and suspension. Provides that the Department shall require each applicant for a dealer license or the renewal of a dealer license, as part of the application process, and each prospective employee of a licensee, as a condition of employment, to: (1) provide a copy of a currently valid Firearm Owner's Identification Card issued to that person; and (2) authorize an investigation to determine if any of the conditions for license denial exist. Establishes conditions for denial of a license. Provides that the licensee shall not allow any person to consume alcohol on the premises of the business. Provides that the Department of State Police may establish rules requiring employees and agents of licensees to undergo training regarding legal requirements and responsible business practices as applicable to the sale or transfer of firearms or ammunition. Amends the Firearm Owners Identification Card Act and the Firearm Concealed Carry Act to make conforming changes.

Provides that a personalized handgun is a handgun which incorporates within its design, and as part of its original manufacture, technology which automatically limits its operational use and which cannot be readily deactivated, so that it may only be fired by an authorized or recognized user. Requires the Director of State Police to report to the Governor and General Assembly on the availability of personalized handguns for retail sales purposes. Provides that each replica firearm shall have as an integral part, permanently affixed, a blaze orange plug inserted in the barrel of the replica firearm. Title: REVOKED FOID CARD-SEIZURE
Description: Amends the Firearm Owners Identification Card Act. Provides that if the Department of State Police has not received the Firearm Disposition Record within 5 business days after sending notice of revocation and seizure of an FOID card, the Department must send a second notice to the sheriff and law enforcement agency where the person resides. The second notice shall include the compliance requirements under the Act. Upon receiving the second notice, the sheriff or law enforcement agency shall report to the Department the status and efforts pursued regarding compliance under the Act. If the person whose FOID card has been revoked fails to comply with the requirements of the Act, the sheriff or law enforcement agency where the person resides shall (rather than may) petition the court for a warrant to search for and seize the person's FOID card and firearms. Description: Creates the Firearms Accountability Act. Provides that whenever any person intentionally or negligently delivers or causes to be delivered a firearm, firearm ammunition, or silencer to: (1) any person who is not legally authorized to possess that item; (2) a person who is purchasing the item on behalf of another person; or (3) any other person the deliverer knows or has reason to know will use the item unlawfully; the deliverer shall thereafter be civilly liable for the commission of any subsequent tortious conduct that directly or indirectly involves the use, attempted use, or threatened use of the item by any person. Description: Amends the Probate Act of 1975. Provides that before the distribution of a firearm to the distributee of an estate, other than a small estate or an estate independently administered, the representative must transmit to the court a written statement that the distributee is lawfully eligible to own and possess a firearm under the federal Gun Control Act of 1968, the Criminal Code of 2012, and the Firearm Owners Identification Card Act and that the distributee possesses a valid Firearm Owner's Identification Card issued in his or her name by the Department of State Police. Provides that if the court is satisfied with the validity of the written statement, the court shall order the distribution of the firearm to the distributee. Provides that if the court is not satisfied with the validity of the written statement, the court shall order that the firearm be placed in the custody of the court until the distributee meets the requirements of this provision within a time period set by the court. Provides that if the distributee fails to meet the requirements within the time period set by the court, the court shall order the firearm to be disposed of in a manner prescribed by the court.

Description: Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act. Imposes an 18% surcharge on firearms and firearm ammunition. Amends the State Finance Act. Creates the Firearm Sales Tax Trust Fund. Requires the 18% surcharge to be deposited into the Fund. Subject to appropriation, authorizes the Department of Human Services to make grants to mental health services and crime victim services. Amends the Firearm Owners Identification Card Act (FOID). Requires firearm safety training to apply for an FOID Card, but exempts anyone who had an FOID card on June 1, 1998 and certain others. Provides that any person who owns a firearm shall maintain a policy of liability insurance in the amount of at least $1,000,000 specifically covering any damages resulting from negligent or willful acts involving the use of the firearm. Amends the Criminal Code of 2012. Prohibits multiple sales of firearms within a 30-day period. Creates the offense of unlawful acquisition of firearms. Provides exemptions and affirmative defenses. Penalty is a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense. Increases the penalty for a second or subsequent unlawful use of weapons for possession of a firearm. Increases various penalties for the possession or use of a firearm or weapon in a school or public housing. Prohibits a person not a law enforcement officer from possessing an air rifle in a school or at a school-related activity without the written authorization of the board or officer in charge of the school. Penalty is a Class A misdemeanor. Effective immediately.

Description: Amends the Freedom of Information Act. Provides that names and information of people who have applied for or received Certificates of Firearm Registration are exempt from public inspections and copying. Amends the State Finance Act. Creates the National Instant Criminal Background Check System Improvement Fund and the Illinois LEADS Information and Technology Improvement Fund. Amends the Firearm Owners Identification Act. Provides that the Act may now be cited to as the "Firearm Owners Identification Card and Certificate of Firearm Registration Act". Defines "Certificate of Firearm Registration" and "firearm". Creates penalties for the possession of a firearm without a current certificate of registration, knowingly providing false or misleading information or evidence in connection with an application, and the failure to report to local law enforcement that a registered firearm is lost, stolen, missing, or destroyed. Sets forth procedures for the return of a certificate of registration for a firearm that is lost, stolen, or otherwise disposed of. Amends various Acts to make conforming changes.

Title: CRIM CD-IMITATION FIREARMS
Description: Amends the Criminal Code of 2012. Adds an Imitation Firearms Article to the Code. Prohibits the sale of an imitation firearm in the State and of a BB device that is an airsoft gun that expels a projectile, such as a BB or pellet, that is 6mm or 8mm caliber which does not meet certain criteria. Provides that the criteria includes, if the airsoft gun is configured as a handgun, a blaze orange ring on the barrel required by federal law, a trigger guard that has fluorescent coloration over the entire guard, and a 2 centimeter wide adhesive band around the circumference of the protruding pistol grip that has fluorescent coloration. Adds certain additional criteria if the airsoft gun is configured as a rifle or long gun. Provides that a person who sells an imitation firearm in the State is guilty of a Class A misdemeanor. Provides that a person who sells a BB device that does not meet the criteria specified in the Imitation Firearms Article is guilty of a Class A misdemeanor. Provides exemptions. Defines "imitation firearm" as any BB device, toy gun, replica of a firearm, or other device that is so substantially similar in coloration and overall appearance to an existing firearm as to lead a reasonable person to perceive that the device is a firearm.

Description: Amends the Criminal Code of 2012. Provides that it is unlawful for any officer or employee of the State, or any political subdivision, or any federal firearms dealer licensed under 18 U.S.C. 923 to enforce any act, law, statute, rule, or regulation of the federal government relating to a personal firearm, firearm accessory, or ammunition that is owned or manufactured commercially or privately in the State and that remains exclusively within the boundaries of the State. Provides that any federal law, rule, regulation, or order created or effective on or after the effective date of the amendatory Act is unenforceable in the State if the law, rule, regulation, or order attempts to: (1) ban or restrict ownership of a semi-automatic firearm or any magazine of a firearm; or (2) require any firearm, magazine, or other firearm accessory to be registered in any manner. Description: Creates the Lethal Violence Order of Protection Act. Provides that a petitioner may request an emergency lethal violence order of protection by filing an affidavit or verified pleading alleging that the respondent poses an immediate and present danger of causing personal injury to himself, herself, or another by having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm. Provides that the petition shall also describe the type, and location of any firearm or firearms presently believed by the petitioner to be possessed or controlled by the respondent. Provides that the petitioner may be a family member of the respondent or a law enforcement officer, who files a petition alleging that the respondent poses a danger of causing personal injury to himself, herself, or another by having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm. Establishes factors that the court must consider before issuing a lethal violence order of protection. Provides for the issuance of ex parte orders and one year orders. Provides that if the court issues the order the respondent must: (1) refrain from having in his or her custody or control, owning, purchasing, possessing, or receiving additional firearms for the duration of the order; and (2) turn over to the local law enforcement agency any firearm, Firearm Owner's Identification Card, or concealed carry license in his or her possession. Establishes factors for renewing and terminating lethal violence orders of protection. Amends the Firearm Owners Identification Card Act and the Firearm Concealed Carry Act to make conforming changes. Provides that if the respondent is alleged to pose an immediate and present danger of causing personal injury to an intimate partner, or an intimate partner is alleged to have been the target of a threat or act of violence by the respondent, petitioner shall make a good faith effort to provide notice to any and all intimate partners of the respondent. Defines "intimate partner", "lethal violence order of protection", "petitioner", and "respondent".

Title: CONCEALED CARRY-RECIPROCITY
Description: Amends the Firearm Concealed Carry Act. Provides that a non-resident may carry a handgun under the Act if the non-resident is 21 years of age or older, has a license or permit in a state where the training requirements are substantially similar under the Act or to non-residents of contiguous states if a reciprocal agreement has been entered into, the permit holder is not a resident of Illinois, and the permit holder is a legal resident of the United States. Provides that a non-resident is subject to the same laws and restrictions as a license holder under the Act. Provides that if a resident of another state who is permitted to carry under this provision establishes legal residence in this State, the license or permit shall be valid in this State for 90 days following the date on which the holder of the license establishes legal residence in this State. Title: CRIM CD-FIREARMS TRAFFICKING
Description: Amends the Criminal Code of 2012. Creates the offense of firearms trafficking. Provides that a person commits the offense when he or she has not been issued a currently valid Firearm Owner's Identification Card and knowingly brings, or causes to be brought, into the State, a firearm or firearm ammunition, or both, for the purpose of sale, delivery, or transfer to any other person or with the intent to sell, deliver, or transfer the firearm or firearm ammunition to any other person. Provides that firearms trafficking is a Class 1 felony for which the person, if sentenced to a term of imprisonment, shall be sentenced to not less than 4 years and not more than 20 years. Provides that firearms trafficking by a person who has been previously convicted of firearms trafficking, gunrunning, or a felony offense for the unlawful sale, delivery, or transfer of a firearm or firearm ammunition in this State or another jurisdiction is a Class X felony. Amends the Unified Code of Corrections. Provides that a period of probation, a term of periodic imprisonment or conditional discharge shall not be imposed when the person has been found guilty of firearms trafficking involving both a firearm and firearm ammunition. Provides that the court shall sentence the offender to not less than the minimum term of imprisonment for the offense. Effective immediately.

Provides that, after receiving a certificate attesting to the successful completion of a training course administered by the Illinois Law Enforcement Training Standards Board, school police officers shall be conservators of the peace within and upon the schools, boulevards, driveways, and property controlled by the school district and shall have the power to make arrests. Title: GUN VIOLENCE RESTRAIN ORDER
Description: Amends the Firearm Owners Identification Card Act. Provides that an immediate family member of a person or a law enforcement officer may file a petition requesting that the court issue either a plenary or ex parte gun violence restraining order enjoining the subject of the petition from having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm or firearm ammunition. Provides that a court may issue a gun violence restraining order if the petition, supported by an affidavit made in writing and signed by the petitioner under oath, or an oral statement, and any additional information provided to the court that shows that there is a substantial likelihood that both of the following are true: (1) the subject of the petition poses a clear and present danger of personal injury to himself, herself, or another by having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm; and (2) a gun violence restraining order is necessary to prevent personal injury to the subject of the petition or another because less restrictive alternatives either have been tried and found to be ineffective, or are inadequate or inappropriate for the circumstances of the subject of the petition. Amends the Firearm Concealed Carry Act to make conforming changes.

Description: Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police also has authority to deny an application for or to revoke and seize a Firearm Owner's Identification Card previously issued under the Act if the Department finds that the applicant or the person to whom the card was issued is or was at the time of issuance: (1) a person who is subject to an order of protection, or similar protective order entered by another state, tribal, or territorial court; or (2) a person who is subject to a stalking no contact order prohibiting him or her from possessing a firearm. Provides that in counties with more than 3,000,000 inhabitants, in conjunction with the service of the protective order, the sheriff may serve a notice of revocation on behalf of the Department of State Police if the revocation is based on the issuance of an order of protection or of a stalking no contact order that prohibits the person from possessing a firearm. Provides that if the person is served by the sheriff with a notice of revocation based on the issuance of an order of protection or of a stalking no contact order that prohibits the person from possessing a firearm, establishes procedures for the person to surrender his or her firearms and Firearm Owner's Identification Card.

Title: CONCEALED CARRY-OBJECTIONS
Description: Amends the Firearm Concealed Carry Act. Provides that a law enforcement agency objection to a license applicant based upon information in an arrest or incident report must be based upon information from an investigation of the objecting law enforcement agency and not an investigation of another law enforcement agency. Provides that nothing in the Act prohibits the law enforcement agency from contacting the investigating law enforcement agency regarding the license applicant. Provides that a law enforcement agency that submits an objection to a license applicant may withdraw that objection before its submission to the Concealed Carry Licensing Review Board. Provides that the Department of State Police may review a law enforcement agency objection to a license applicant before the Department's submission of the objection to the Board. Provides that the verification shall determine: (i) if the criteria under this Act for the submission of an objection by the law enforcement agency has been met, (ii) that the objection is against the proper person, and (iii) that information relevant to the objection has been included as required by the Act. Provides that an objection failing verification shall be returned to the objecting agency and that agency shall have 10 calendar days after receiving notification from the Department that the objection failed verification to submit to the Department the required information, a response, or withdrawal of the objection. Provides that if the objecting agency fails to act on the notification within the 10 calendar days, the Department may reject the objection and process the application in accordance with the Act.

Description: Amends the Firearm Owners Identification Card Act. Provides that on and after the effective date of the amendatory Act, each applicant for the issuance or renewal of a Firearm Owner's Identification Card shall include a full set of fingerprints in electronic format to the Department of State Police for the purpose of identity verification. Provides that a license application shall contain a full set of fingerprints submitted to the Department in electronic format for the purpose of verification of identity (rather than a license application shall contain a full set of fingerprints submitted to the Department in electronic format provided the Department may accept an application submitted without a set of fingerprints in which case the Department shall be granted 30 days in addition to the 90 days period to issue or deny a license).
