Description: Authorizing the Secretary of State Police, on making a specified determination concerning an applicant for a specified handgun permit, to temporarily waive a requirement to complete a specified firearms training course; and requiring an applicant issued a specified permit to complete a firearms training course within 60 days after the issuance of the permit.
