Description: Requiring a specified surcharge to be imposed on regulated firearm purchases and handgun permit applications; requiring all money received from the surcharge to go into the Mental Health Services Fund; requiring the Department of State Police in collaboration with the Department of Health and Mental Hygiene to adopt specified regulations; establishing the Mental Health Services Fund as a special, nonlapsing fund; specifying the purpose of the Fund; etc.
