Legislation Overview

Title: TECHNOLOGY-SMART HANDGUNS

Description: Creates the Smart Handgun Technology Act. Provides that until the Attorney General finds that personalized handgun technology is available, he or she is required to report to the Governor and the General Assembly every 6 months regarding the availability of personalized handguns for retail sales purposes. Provides that 23 months after the Attorney General finds that smart handguns are available for retail sale, the Attorney General and the Director of State Police must begin the process of adopting a list of personalized handguns that may be sold in the State. Provides that 6 months after the initial list of personalized handguns is approved, it is unlawful for any licensed manufacturer, wholesaler, or retail firearms dealer to transport into the State, sell, expose for sale, possess with the intent of selling, assign, or otherwise transfer a handgun unless it is a personalized handgun. Provides exemptions. Defines "personalized handgun".
