Description: Defining the terms "purchaser" and "qualified liability insurance policy"; requiring specified purchasers of firearms to be covered by a qualified liability insurance policy; prohibiting a private seller or transferor, licensed importer, licensed manufacturer, or licensed dealer from knowingly and willfully selling or delivering a firearm to a purchaser not meeting such requirement; requiring the Department of Law Enforcement to adopt a certain form by rule, etc.
