Description: Requires FDLE to establish, operate, & maintain statewide system for collection of pawn data; provides procurement authority to FDLE to contract with single vendor to provide pawn data collection as service; provides mandatory participation in statewide system; prohibits law enforcement agencies from being charged fee for accessing pawn data through system; provides all pawn data collected is exclusive property of state; provides exception; prohibits specified acts; provides enforcement & penalties for violations; authorizes rulemaking.
