Description: Specifies purpose of bail; creates presumption for release of arrested individuals awaiting trial; requires release of individuals if no substantial risk of flight or harm; authorizes reasonable nonmonetary bail conditions; requires consideration of certain factors when determining whether to release defendant; removes prohibition of release on nonmonetary conditions under certain supervision; prohibits court from granting pretrial release for person charged with dangerous crime; revises list of offenses that are deemed to be dangerous crimes; specifies that state must show need for pretrial detention by certain standard of evidence; requires written findings & conclusion.
