Title: To amend the Arms Export Control Act relating to export licenses for firearm silencers.

Subject: International affairs: Diplomacy, foreign officials, Americans abroad: Firearms and explosives: Licensing and registrations: Military assistance, sales, and agreements: Presidents and presidential powers, Vice Presidents: Trade restrictions: Foreign aid and international relief

Description: Prohibits the President from approving or issuing a license to export firearm silencers unless the recipient end-user of the firearm silencers is the government of a foreign country or any person acting on behalf of such government.
