Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.2-915.6 as follows:

§15.2-915.6. Local regulation of firearms dealers near schools.

Any locality may adopt an ordinance regulating or prohibiting the engagement, by a person, firm, partnership, or corporation, in the business of (a) selling, trading, or transferring firearms at retail, (b) providing gunsmithing or firearm repair services, or (c) operating a sports shooting range, within 1,000 feet of the property of a public or private elementary, secondary, or postsecondary school. This section shall be construed to provide the express authorization required by subsection A of §15.2-915.
