Be it enacted by the General Assembly of Virginia:

1. §1. Notwithstanding any other provision of law, general or special, beginning January 1, 2016, the Halifax County Board of Supervisors shall include, in addition to the eight members currently elected from districts, a ninth member to be elected from the county at large to serve a four-year term. The at-large position shall be elected in November 2015 at the time of the general election and every four years thereafter. A candidate for the at-large position shall qualify to have his name placed on the ballot in accordance with the provisions of general law. No person may be a candidate for the at-large position at the same time he is a candidate for a position elected from a district.
