R E S O L U T I O N
         WHEREAS, Grand Prairie city manager Tom Hart has been named
  Public Administrator of the Year by the North Texas chapter of the
  American Society for Public Administration; and
         WHEREAS, Mr. Hart has been the community's city manager for
  16 years, and under his leadership, the city has been included on
  the "Best Places to Live" list published by Money magazine, earned a
  "Playful City USA" designation from the national nonprofit KaBOOM!,
  and earned "Best in Nation" status for its parks from the National
  Recreation and Parks Association; in addition, Mr. Hart has played
  a vital role in the construction of the Verizon Theatre, the AirHogs
  Ballpark, the Ruthe Jackson Center and Gardens, the Public Safety
  Building, the Summit Active Adult Center, the Grand Prairie
  Memorial Gardens, the Prairie Paws Animal Adoption Center, and the
  Municipal Court Building, as well as the forthcoming waterpark,
  recreation center, and library; and
         WHEREAS, Mr. Hart was previously a city manager in Euless and
  Denison, and at the age of 23, he was The Colony's first city
  manager; he is a cofounder of the Grand Prairie Rotary Club's annual
  charity golf tournament, and he serves on the board of the Lone Star
  Park Charitable Foundation; his previous awards include the Zeus
  Man of the Year Award from the Grand Prairie Chamber of Commerce,
  the Texas City Management Association Mentoring Award, and the
  NAACP President's Award; and
         WHEREAS, Tom Hart's dedication, professionalism, and
  commitment to public service have greatly benefited the citizens of
  Grand Prairie, and he may indeed take great pride in this
  prestigious award from his professional peers; now, therefore, be
  it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby congratulate Grand Prairie city manager Tom Hart
  on being named the 2015 Public Administrator of the Year by the
  North Texas chapter of the American Society for Public
  Administration and extend to him sincere best wishes for the
  future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Hart as an expression of high regard by the Texas
  House of Representatives.
