A BILL TO BE ENTITLED

AN ACT to authorize the legislative Research Commission to study the composition and election or appointment methods of local boards of education.

The General Assembly of North Carolina enacts:

SECTION 1.  The Legislative Research Commission (LRC) is authorized to study the composition and election or appointment methods of local boards of education in the State to examine whether particular local practices result in maximizing the efficiency and effectiveness of a local board. The LRC may consider at least the following in its study:

(1)        In the case of elected local boards of education, whether the election is (i) at‑large or by voter electoral districts or residency districts or a combination of these methods and (ii) partisan or nonpartisan.

(2)        In the case of appointed local boards of education, the number of appointed local boards and the appointment authorities for those local boards.

(3)        The size of the local boards of education and the length of term for members of the local boards.

(4)        The method for filling vacancies on local boards of education.

SECTION 2.  The Legislative Research Commission shall report on the study to the 2015 General Assembly when it reconvenes in 2016.

SECTION 3.  This act is effective when it becomes law.
