A BILL TO BE ENTITLED

AN ACT to provide that a person who has a concealed handgun permit may also carry a taser, mace, or knife subject to the same restrictions that apply when carrying a concealed handgun.

The General Assembly of North Carolina enacts:

SECTION 1.  G.S. 14‑269 is amended by adding a new subsection to read:

"(a3)     This prohibition does not apply if (i) the deadly weapon is a taser, mace, or a knife, provided the knife is not a spring‑loaded projectile knife, a ballistic knife, or any weapon of similar character, (ii) the person has a concealed handgun permit issued in accordance with Article 54B of Chapter 14 of the General Statutes or considered valid under G.S. 14‑415.24, and (iii) the person is carrying the concealed taser, mace, or knife in accordance with the scope of the concealed handgun permit as set out in G.S. 14‑415.11(c) and G.S. 14‑415.11(c4). The person is also subject to the same restrictions and prohibitions when carrying the taser, mace, or knife that apply when the person is carrying a concealed handgun. This subsection shall not be construed to allow a person to carry a spring‑loaded projectile knife, a ballistic knife, or any weapon of similar character which is unlawful under G.S. 14‑269.6."

SECTION 2.  G.S. 14‑415.11 is amended by adding a new subsection to read:

"(c4)     Any person who has a concealed handgun permit may carry a taser, mace, or knife, provided the knife is not a spring‑loaded projectile knife, a ballistic knife, or any weapon of similar character, subject to the same restrictions and prohibitions that apply to a person when the person is carrying a concealed handgun. Except as provided in G.S. 14‑415.27, a permit does not authorize a person to carry a taser, mace, or knife in any of the areas or locations listed in subsection (c) of this section. This subsection shall not be construed to allow a person to carry a spring‑loaded projectile knife, a ballistic knife, or any weapon of similar character which is unlawful under G.S. 14‑269.6."

SECTION 3.  This act becomes effective December 1, 2015.
