A BILL TO BE ENTITLED

AN ACT to establish a program of financial literacy and life skills instruction to be offered by community colleges.

The General Assembly of North Carolina enacts:

SECTION 1.  Chapter 115D of the General Statutes is amended by adding a new Article to read:

"Article 6B.

"Financial Literacy and Life Skills Instruction.

"§ 115D‑73.  Financial Literacy and Life Skills Instruction.

(a)        There is created a Financial Literacy and Life Skills Instruction Program for the purpose of establishing statewide community college curriculum on financial literacy and life skills instruction to be delivered through the Community Colleges System Office. The Program may be administered by a coordinator who shall be responsible for the planning and curriculum of the Program. The curriculum shall include basic instruction in at least the following subjects:

(1)        Financial literacy, including the following:

a.         The true cost of credit.

b.         Choosing and managing a credit card.

c.         Borrowing money for higher education, an automobile, and other large purchases.

d.         Debt‑to‑income ratio.

e.         Home mortgages and housing rental.

f.          Credit scoring and credit reports.

g.         Savings and investment options.

h.         Retirement savings.

(2)        Personal organization and time management.

(3)        Interpersonal skills and effective communication.

(4)        Decision‑making skills, applicable to personal relationships and professional pathways.

(5)        Conflict resolution and negotiation skills.

(6)        Family life education.

(7)        Civic literacy and character education.

(b)        The Financial Literacy and Life Skills Instruction Program shall be implemented through the Community Colleges System Office at community colleges which choose to provide the Program. The program coordinator shall facilitate the training of instructors and the format for courses, including providing seminars or visiting speakers for certain aspects of the Program."

SECTION 2.  This act is effective when it becomes law.
