A BILL TO BE ENTITLED

AN ACT directing the division of motor vehicles to develop a process to allow the inclusion of a concealed carry handgun endorsement on a person's drivers license to allow a person to present his or her drivers license for purposes of complying with the concealed carry permit laws of this state.

The General Assembly of North Carolina enacts:

SECTION 1.  Development of Process. – The Division of Motor Vehicles, in consultation with the North Carolina Sheriffs' Association and the Administrative Office of the Courts, shall develop a process whereby a concealed carry handgun endorsement may be included on a person's drivers license upon request to allow a person to present his or her drivers license for purposes of complying with G.S. 14‑415.11.

SECTION 2.  Report. – The Division of Motor Vehicles shall develop the process required by Section 1 of this act by no later than February 1, 2016. Upon developing the process required by Section 1 of this act, the Division of Motor Vehicles shall provide a report to the Joint Legislative Transportation Oversight Committee detailing the process developed, including any statutory changes necessary to implement the process.

SECTION 3.  Effective Date. – This act is effective when it becomes law.
