This bill extends the commission on primary care workforce issues. This bill also adds new members to the commission and clarifies its duties.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fifteen
AN ACT relative to the commission on primary care workforce issues.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Commission on Primary Care Workforce Issues; Membership. Amend RSA 126-T:1, IV and V to read as follows:
IV. The dean, or designee, from a public institution with a health science school, appointed by the president of the institution.
V. The dean, or designee, from an institution with a private health science school, appointed by the president of the institution.
2 Commission on Primary Care Workforce Issues; Membership. Amend RSA 126-T:1, IX to read as follows:
IX. Three representatives from the state’s rural and underserved health care facilities, including 2 practitioners and one administrator, appointed by the governor.
3 New Paragraphs; Commission on Primary Care Workforce Issues; Members Added. Amend RSA 126-T:1 by inserting after paragraph XIII the following new paragraphs:
XIV. A representative of the New Hampshire Nurse Practitioner Association, appointed by the association.
XV. A representative of the New Hampshire Society of Physician Assistants Association, appointed by the association.
XVI. A representative of the New Hampshire Hospital Association, appointed by the association.
4 Commission on Primary Care Workforce Issues; Duties. Amend RSA 126-T:3 to read as follows:
126-T:3 Duties. The commission shall plan and advocate for policy changes related to maintaining and strengthening an effective primary care workforce in New Hampshire, with special concern for rural and other underserved areas. The committee’s duties shall include, but not be limited to:
I. Reviewing the impact of existing [programs in all state agencies] policies related to strengthening New Hampshire’s primary care workforce and making recommendations relative to [redirecting] appropriate use of funds [to programs which may have more impact on this goal] for training, education, and recruitment.
II. [Interacting with] Assessing the degree to which insurers, managed care organizations, and state and federal payment sources [on] may present inequities and problems regarding payment for primary care services which may serve as a barrier for attracting and retaining the providers necessary for network adequacy.
III. Collecting and reviewing data and information that informs decisions and planning for the primary care workforce and looking for innovative ways for expanding New Hampshire’s primary care resources including, but not limited to, interstate collaboration.
IV. Assembling and including in its annual report, required under RSA 126-T:4, data on the availability, accessibility, and effectiveness of primary care in New Hampshire, with special attention to such data in rural and underserved areas of the state.
5 Commission on Primary Care Workforce Issues; Extension. Amend 2010, 114:4, I to read as follows:
I. Section 3 of this act shall take effect November 1, [2015] 2019.
6 Effective Date. This act shall take effect upon its passage.
