STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fifteen
AN ACT establishing a commission to develop a strategic plan for New Hampshire.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Statement of Findings. The general court hereby finds that:
I. New Hampshire is at a crossroads relative to its demographic composition as well as its economic profile;
II. Long-term planning allows for public and private interests to be aligned and for a shared vision for the future of our state to be developed; and
III. An integrated strategic plan, complete with goals and objectives as well as a mechanism for measuring goal attainment, is necessary to the fulfillment of a shared vision.
2 New Chapter; Strategic Planning Commission. Amend RSA by inserting after chapter 21-U the following new chapter:
CHAPTER 21-V
21-V:1 Commission Established; Membership. There is established a commission to develop a strategic plan for New Hampshire.
I. The members of the commission shall be as follows:
(a) Two members of the house of representatives, appointed by the speaker of the house of representatives.
(b) One members of the senate, appointed by the president of the senate.
(c) Three public members, appointed by the governor.
(d) Four members, one each representing the North Country, the Seacoast, the Southern tier and the western areas of the state, appointed by the director of the office of energy and planning.
(e) A demographer with expertise in social demography and familiar with demographic trends in New Hampshire, appointed by the governor.
(f) An economist with expertise in labor economics and familiar with economic trends in New Hampshire, appointed by the governor.
(g) The commissioner of the department of health and human services, or designee.
(h) The commissioner of the department of education, or designee.
(i) The commissioner of the department of resources and economic development, or designee.
(j) The commissioner of the department of transportation, or designee.
(k) The chancellor of the university system of New Hampshire, or designee.
(l) The president of the community college system of New Hampshire, or designee.
(m) A representative of small to mid-size business in New Hampshire, appointed by the governor.
(n) A representative of large business in New Hampshire, appointed by the governor.
II. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.
III. Public members appointed under subparagraphs I(c), (d), (e), (f), (m), and (n) shall serve 3 year terms, except that initial appointments shall be for staggered terms of one, 2, or 3 years. Legislative members of the commission shall serve a term coterminous with their term in office. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Eleven members of the commission shall constitute a quorum.
21-V:2 Duties. The duties of the commission shall be as follows:
I. To formulate a mission statement for New Hampshire.
II. To determine goals and objectives in support of such a mission statement.
III. To identify current and projected demographic, economic and resource trends and their implications for New Hampshire.
IV. To assess the challenges and opportunities facing New Hampshire.
V. To identify inherent strengths and vulnerabilities of New Hampshire.
VI. To formulate a framework for strategic planning that establishes and periodically updates an overall plan for state government and provides a template for all state agencies to develop a strategic plan that is consistent with that overall state plan.
VII. To hold hearings and to take such testimony as the commission deems necessary to the fulfillment of its duties and to ensure input from all relevant public and private sectors of the state.
21-V:3 Report. Beginning on or before November 1, 2015, and each November 1 thereafter, the commission shall produce an annual report of its activities, including findings and recommendations related to the process of strategic planning and the development of a state strategic plan. The report shall be presented to the governor, the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, and the state library.
3 Effective Date. This act shall take effect upon its passage.
