     AMEND on lines 4446 and 4695 after the period by inserting the following language:

No less than one-third (1/3) of the licensed, future beds to expand capacity at Oakley Youth Development Center or any other youth detention facility shall be dedicated to providing mental health services and housing individuals receiving mental health services.

     FURTHER, AMEND the title to conform.
