     AMEND by striking Section 10 and renumbering the subsequent sections.

     AMEND by striking Section 18 and renumbering the subsequent sections.

     AMEND by inserting the following language on line 1391 after the period:

No delinquency or welfare matter shall be closed, declined, or otherwise terminated without judicial review of the recommendation of the intake unit.  The youth court judge shall retain final authority over acceptance, diversion, dismissal, or petition authorization.

     FURTHER, AMEND the title to conform.
