H.F. 924 Section 1. Section 724.8, subsection 1, Code 2025, is 1 amended to read as follows: 2 1. Is less than eighteen years of age for a professional 3 permit or less than twenty-one years of age for a 4 nonprofessional permit . 5 Sec. 2. Section 724.15, subsection 1, Code 2025, is amended 6 to read as follows: 7 1. It is the intent of this section to satisfy federal 8 requirements of 18 U.S.C. §922(t)(3) in order to acquire 9 pistols or revolvers. In order to acquire a pistol or revolver 10 from a federally licensed firearms dealer, an unlicensed person 11 is required to have a valid permit to acquire or a valid permit 12 to carry weapons issued in accordance with this chapter or the 13 person must complete a satisfactory national instant criminal 14 background check pursuant to 18 U.S.C. §922(t). A person under 15 the age of twenty-one shall not be issued a permit to acquire 16 a pistol or revolver, nor shall a nonprofessional permit to 17 carry weapons held by a person who has not reached the age of 18 twenty-one be valid for the transfer of a pistol or revolver 19 from a federally licensed firearms dealer. 20 Sec. 3. Section 724.15, subsection 2, paragraph a, Code 21 2025, is amended to read as follows: 22 a. Under twenty-one eighteen years of age except for those 23 persons included in section 724.22, subsection 4 , who acquire a 24 pistol or revolver when the person’s duty so requires . 25 Sec. 4. Section 724.22, subsections 2, 5, and 8, Code 2025, 26 are amended to read as follows: 27 2. Except as provided in subsections 4 and 5 , a person who 28 sells, loans, gives, or makes available a pistol or revolver 29 or ammunition for a pistol or revolver to a person below the 30 age of twenty-one eighteen commits a serious misdemeanor for a 31 first offense and a class “D” felony for second and subsequent 32 offenses. 33 5. a. A parent , or guardian , or spouse who is twenty-one 34 eighteen years of age or older, of a person under the age of 35 -1- HF 924 (2) 91 sb/js/md 1/ 2
H.F. 924 twenty-one eighteen may allow the person, while under direct 1 supervision, to possess a pistol or revolver or the ammunition 2 therefor for any lawful purpose, or while the person receives 3 instruction in the proper use thereof from an instructor 4 twenty-one eighteen years of age or older, with the consent of 5 such parent, guardian , or spouse. 6 b. As used in this section , “direct supervision” means 7 supervision provided by the parent, guardian, spouse, or 8 instructor who is twenty-one eighteen years of age or older, 9 who maintains a physical presence near the supervised person 10 conducive to hands-on instruction, who maintains visual and 11 verbal contact at all times with the supervised person, and who 12 is not intoxicated as provided under the conditions set out 13 in section 321J.2, subsection 1 , or under the influence of an 14 illegal drug. 15 8. A parent, guardian, or spouse , who is twenty-one eighteen 16 years of age or older, of a minor under the age of fourteen 17 years and who allows that minor to possess a pistol or revolver 18 or the ammunition pursuant hereto , shall be strictly liable to 19 an injured party for all damages resulting from the possession 20 of the pistol or revolver or ammunition therefor by that minor. 21 Sec. 5.
