  1  1    Section 1.  Section 455E.11, subsection 2, paragraph a,
  1  2 subparagraph (1), Code 2015, is amended by adding the following
  1  3 new subparagraph division:
  1  4    NEW SUBPARAGRAPH DIVISION.  (0a)  For the fiscal year
  1  5 beginning July 1, 2015, and ending June 30, 2016, not more
  1  6 than two hundred fifty thousand dollars to the department
  1  7 for purposes of developing a hub and spoke recycling program
  1  8 to create regional recycling processing centers in large
  1  9 communities and encourage small communities to deliver
  1 10 recyclables to the centers.
  1 11                           EXPLANATION
  1 12 The inclusion of this explanation does not constitute agreement with
  1 13 the explanation's substance by the members of the general assembly.
  1 14    This bill provides for funding to the department of natural
  1 15 resources from the solid waste alternatives program to create
  1 16 a hub and spoke recycling program. The program is to create
  1 17 regional recycling processing centers in large communities,
  1 18 or "hubs", and encourage small communities, or "spokes", to
  1 19 deliver recyclables to the centers. The bill allocates to the
  1 20 department from the solid waste account of the groundwater
  1 21 protection fund created in Code section 455E.11, $250,000 in
  1 22 the fiscal year beginning July 1, 2015, and ending June 30,
  1 23 2016, to develop the program. The environmental protection
  1 24 commission has authority to adopt administrative rules to
  1 25 implement Code chapter 455E.
