Expenditure
restriction

The
department
of
public
safety
shall
not
expend
any
of
the

state
or
federal
moneys
appropriated
to
the
department
for

purposes
of
enforcing
any
federal
law
enacted
or
executive
5
order
of
the
president
of
the
United
States
issued
on
or
6
after
January
1,
2013,
that
prohibits
the
sale,
transfer,
or
7
possession
of
firearms,
firearm
accessories,
or
ammunition.

The
expenditure
restriction
in
this
section
shall
include
but
9
is
not
limited
to
expenditures
from
appropriations
associated
10
with
the
use
of
personnel,
land
or
air
vehicles,
buildings,
11
equipment
including
communications
equipment,
and
weapons
of
12
the
department.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
14
immediate
importance,
takes
effect
upon
enactment.

Sec.
3.
RETROACTIVE
APPLICABILITY.
This
Act
applies
16
retroactively
to
January
1,
2013.

EXPLANATION

This
bill
prohibits
the
department
of
public
safety

from
expending
state
or
federal
moneys
appropriated
to
the
20
department
for
purposes
of
enforcing
any
federal
law
or
21
executive
order
of
the
President
of
the
United
States
enacted

on
or
after
January
1,
2013,
that
prohibits
the
sale,
transfer,

or
possession
of
firearms,
firearm
accessories,
or
ammunition.

The
expenditure
restriction
includes
but
is
not
limited
to
25
expenditures
from
appropriations
associated
with
the
use
of
26
personnel,
land
or
air
vehicles,
buildings,
equipment
including

communications
equipment,
and
weapons
of
the
department.

The
bill
provides
an
immediate
effective
date
and
applies
29
retroactively
to
January
1,
2013.
