| 2 | | AMENDMENT NO. ______. Amend Senate Bill 2111 by replacing |
| 3 | | everything after the enacting clause with the following:

| 4 | | "Section 5. The Illinois Vehicle Code is amended by adding |
| 5 | | Sections 11-1502.1 and 11-1511.5 as follows:
|
| 6 | | (625 ILCS 5/11-1502.1 new) |
| 7 | | Sec. 11-1502.1. Bicycle stop-as-yield. |
| 8 | | (a) When approaching a stop sign, if it is safe to proceed, |
| 9 | | a person operating a bicycle, human powered vehicle, or |
| 10 | | electric assisted bicycle may, after slowing down and yielding |
| 11 | | the right-of-way to any traffic in or pedestrian in or |
| 12 | | approaching the intersection, continue through the |
| 13 | | intersection without coming to a complete stop. |
| 14 | | (b) When approaching an illuminated red traffic-control |
| 15 | | device, the person operating a bicycle, human powered vehicle, |
| 16 | | or electric assisted bicycle must first stop at the |

|
| 1 | | intersection and yield to all other traffic and pedestrians |
| 2 | | and then, when safe to do so, proceed straight or make a right |
| 3 | | turn through the intersection or, subject to specified |
| 4 | | conditions, make a left turn onto a one-way street only. |
| 5 | | (c) The person operating a bicycle, human powered vehicle, |
| 6 | | or electric assisted bicycle shall give a signal of intention |
| 7 | | to turn while approaching the intersection before making the |
| 8 | | turn. |
| 9 | | (d) This Section does not apply to individuals under 18 |
| 10 | | years of age solely operating a bicycle.

| 12 | | Sec. 11-1511.5. Operation of bicycle approaching a stop |
| 13 | | sign. |
| 14 | | (a) As used in this Section, "immediate hazard" means a |
| 15 | | vehicle approaching an intersection at a proximity and rate of |
| 16 | | speed sufficient to indicate to a reasonable person that there |
| 17 | | is a danger of collision or accident. |
| 18 | | (b) Except as provided in subsection (c), an individual |
| 19 | | operating a bicycle approaching a stop sign may proceed |
| 20 | | through the intersection without stopping at the stop sign if: |
| 21 | | (1) the individual slows to a reasonable speed; and |
| 22 | | (2) the individual yields the right-of-way to: |
| 23 | | (A) any pedestrian within the intersection or an |
| 24 | | adjacent crosswalk; |
| 25 | | (B) other traffic within the intersection; and |

| 1 | | (C) oncoming traffic that poses an immediate |
| 2 | | hazard during the time the individual is traveling |
| 3 | | through the intersection. |
| 4 | | (c) Subsection (b) does not apply to an intersection with |
| 5 | | an active railroad grade crossing. |
| 6 | | (d) This Section does not apply to individuals under 18 |
| 7 | | years of age solely operating a bicycle. |
| 8 | | (e) An individual operating a bicycle is not required to |
| 9 | | treat a stop sign as a yield sign when there is a stop sign: |
| 10 | | (1) when exiting an alleyway; or |
| 11 | | (2) at a 4-way intersection with only 2 stop signs |
| 12 | | present.". |
