1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of State Police Law of the Civil
5Administrative Code of Illinois is amended by changing Section
62605-485 as follows:
7 (20 ILCS 2605/2605-485)
8 Sec. 2605-485. Endangered Missing Person Advisory.
9 (a) A coordinated program known as the Endangered Missing
10Person Advisory is established within the Department of State
11Police. The purpose of the Endangered Missing Person Advisory
12is to provide a regional system for the rapid dissemination of
13information regarding a missing person who is believed to be a
14high-risk missing person as defined in Section 10 of the
15Missing Persons Identification Act.
16 (b) The AMBER Plan Task Force, established under Section
172605-480 of the Department of State Police Law, shall serve as
18the task force for the Endangered Missing Person Advisory. The
19AMBER Plan Task Force shall monitor and review the
20implementation and operation of the regional system developed
21under subsection (a), including procedures, budgetary
22requirements, and response protocols. The AMBER Plan Task Force
23shall also develop additional network resources for use in the

1system.
2 (c) The Department of State Police, in coordination with
3the Illinois Department on Aging, shall develop and implement a
4community outreach program to promote awareness among the
5State's healthcare facilities, nursing homes, assisted living
6facilities, and other senior centers. The guidelines and
7procedures shall ensure that specific health information about
8the missing person is not made public through the alert or
9otherwise.
10 (d) The Child Safety Coordinator, created under Section
112605-480 of the Department of State Police Law, shall act in
12the dual capacity of Child Safety Coordinator and Endangered
13Missing Person Coordinator. The Coordinator shall assist in the
14establishment of State standards and monitor the availability
15of federal funding that may become available to further the
16objectives of the Endangered Missing Person Advisory. The
17Department shall provide technical assistance for the
18Coordinator from its existing resources.
19 (e)(1) The Department of State Police, in cooperation with
20the Silver Search Task Force, shall develop as part of the
21Endangered Missing Person Advisory a coordinated statewide
22awareness program and toolkit to be used when a person 21 years
23of age or older who is believed to have Alzheimer's disease,
24other related dementia, or other dementia-like cognitive
25impairment is reported missing, which shall be referred to as
26Silver Search.

1 (2) The Department shall complete development and
2deployment of the Silver Search Awareness Program and toolkit
3on or before July 1, 2017.
4 (3) The Department of State Police shall establish a Silver
5Search Task Force within 90 days after the effective date of
6this amendatory Act of the 99th General Assembly to assist the
7Department in development and deployment of the Silver Search
8Awareness Program and toolkit. The Task Force shall establish
9the criteria and create a toolkit, which may include usage of
10Department of Transportation signs, under Section 2705-505.6
11of the Department of Transportation Law of the Civil
12Administrative Code of Illinois. The Task Force shall monitor
13and review the implementation and operation of that program,
14including procedures, budgetary requirements, standards, and
15minimum requirements for the training of law enforcement
16personnel on how to interact appropriately and effectively with
17individuals that suffer from Alzheimer's disease, other
18dementia, or other dementia-like cognitive impairment. The
19Task Force shall also develop additional network and financial
20resources for use in the system. The Task Force shall include,
21but is not limited to, one representative from each of the
22following:
23 (A) the Department of State Police;
24 (B) the Department on Aging;
25 (C) the Department of Public Health;
26 (D) the Illinois Law Enforcement Training Standards

1 Board;
2 (E) the Illinois Emergency Management Agency;
3 (F) the Secretary of State;
4 (G) the Department of Transportation;
5 (H) the Department of the Lottery;
6 (I) the Illinois Toll Highway Authority;
7 (J) the Alzheimer's Association;
8 (K) AARP of Illinois;
9 (L) Illinois Area Agencies on Aging;
10 (M) the Illinois Sheriffs' Association;
11 (N) the Illinois Association of Chiefs of Police;
12 (O) the Illinois Press Association;
13 (P) the Illinois Broadcasters Association;
14 (Q) a member of a large wireless telephone carrier; and
15 (R) a member of a small wireless telephone carrier.
16 The members of the Task Force designated in subparagraphs
17(A) through (I) of this paragraph (3) shall be appointed by the
18head of the respective agency. The members of the Task Force
19designated in subparagraphs (J) through (R) of this paragraph
20(3) shall be appointed by the Director of State Police. The
21Director of State Police or his or her designee shall serve as
22Chair of the Task Force.
23 The Task Force shall meet at least twice a year and shall
24provide a report on the operations of the Silver Search Program
25to the General Assembly and the Governor each year by June 30.
26 (4) Subject to appropriation, the Department of State

1Police, in coordination with the Department on Aging and the
2Silver Search Task Force, shall develop and implement a
3community outreach program to promote awareness of the Silver
4Search Program as part of the Endangered Missing Person
5Advisory among law enforcement agencies, the State's
6healthcare facilities, nursing homes, assisted living
7facilities, other senior centers, and the general population on
8or before January 1, 2017.
9 (5) The Child Safety Coordinator, created under Section
102605-480 of the Department of State Police Law of the Civil
11Administrative Code of Illinois, shall act in the capacity of
12Child Safety Coordinator, Endangered Missing Person
13Coordinator, and Silver Search Program Coordinator. The
14Coordinator, in conjunction with the members of the Task Force,
15shall assist the Department and the Silver Search Task Force in
16the establishment of State standards and monitor the
17availability of federal and private funding that may become
18available to further the objectives of the Endangered Missing
19Person Advisory and Silver Search Awareness Program. The
20Department shall provide technical assistance for the
21Coordinator from its existing resources.

23 Section 10. The Department of Transportation Law of the
24Civil Administrative Code of Illinois is amended by adding
25Section 2705-505.6 as follows:

3message signs. The Department of Transportation shall
4coordinate with the Department of State Police in the use of
5electronic message signs on roads and highways to immediately
6provide critical information to the public concerning missing
7persons who are believed to be high risk, missing persons with
8Alzheimer's disease, other related dementia, or other
9dementia-like cognitive impairment, as allowed by federal
10guidelines.
11 Section 15. The Illinois Police Training Act is amended by
12changing Section 10.10 as follows:

14 Sec. 10.10. Training in child abduction and missing
15endangered senior alert system.
16 (a) The Board shall conduct training programs for law
17enforcement personnel of local governmental agencies in the
18statewide coordinated child abduction alert system developed
19under Section 2605-480 of the Department of State Police Law of
20the Civil Administrative Code of Illinois and the statewide
21coordinated missing endangered senior alert system developed
22under Section 2605-375 of the Department of State Police Law of
23the Civil Administrative Code of Illinois.

1 (b) The Board shall conduct a training program for law
2enforcement personnel of local governmental agencies in the
3statewide Alzheimer's disease, other related dementia, or
4other dementia-like cognitive impairment coordinated Silver
5Search Awareness Program and toolkit developed under Section
62605-485 of the Department of State Police Law of the Civil
7Administrative Code of Illinois. The Board shall adopt written
8protocols and guidelines for the handling of missing persons
9cases involving Alzheimer's disease, other related dementia,
10or other dementia-like cognitive impairment based upon
11protocols developed by the Silver Search Task Force in
12conjunction with the Department of State Police on or before
13July 1, 2016.
