2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate
Joseph H. Florip | ||||||
4 | for 20 years of service with the Waukegan Police Department and | ||||||
5 | the City of
Waukegan; and
| ||||||
6 | WHEREAS, Commander Florip has been a part of law | ||||||
7 | enforcement for over 20 years,
including 14 years as an active | ||||||
8 | supervisor of multiple units; he has leadership experience in
| ||||||
9 | various sectors of the Waukegan Police Department, including | ||||||
10 | the Patrol Division, Internal
Affairs, and Community Services; | ||||||
11 | and
| ||||||
12 | WHEREAS, Commander Florip is a proud member of Zion-Benton | ||||||
13 | Township High School's
graduating class of 1991; he received | ||||||
14 | his Bachelor of Science in Political Science and
Criminal | ||||||
15 | Justice from the University of Wisconsin-Oshkosh and earned his | ||||||
16 | Masters of Public
Administration from Roosevelt University in | ||||||
17 | Chicago; and
| ||||||
18 | WHEREAS, Commander Florip began his career in law | ||||||
19 | enforcement in September of 1991 as a
Narcotics Investigator in | ||||||
20 | the Lake Winnebago Metropolitan Enforcement Group in Oshkosh,
| ||||||
21 | Wisconsin; on May 22, 1995, he returned to the State of | ||||||
22 | Illinois to begin his tenure with the
Waukegan Police |

| |||||||
1 | Department; and
| ||||||
2 | WHEREAS, Over the years, Commander Florip has progressed | ||||||
3 | through the ranks of law
enforcement, serving in different | ||||||
4 | capacities, including Patrol Division Supervisor, Supervisor | ||||||
5 | of
the Community Services Division, Neighborhood Enforcement | ||||||
6 | Team, Gang and Drug Unit,
Sergeant of Police, Lieutenant of | ||||||
7 | Police, and Commander of the Office of Professional Standards; | ||||||
8 | and
| ||||||
9 | WHEREAS, Commander Florip has successfully completed | ||||||
10 | various programs and gained
essential certification | ||||||
11 | experience, including: the Media School Training from
the | ||||||
12 | College of DuPage; the Narcotics Officers School in St. Paul, | ||||||
13 | Minnesota; the 400-Hour Basic
Law Enforcement Academy offered | ||||||
14 | through the Illinois Police Officer Certification; the 80-Hour
| ||||||
15 | Drug Enforcement Administration Training; the Asset Forfeiture | ||||||
16 | Training; the Illinois Police
Mountain Bike Certification; and | ||||||
17 | the Chicago and Suburban Police Violence Reduction
Initiative; | ||||||
18 | and
| ||||||
19 | WHEREAS, Commander Florip is credited with designing and | ||||||
20 | implementing the
curriculum utilized by the Citizens Police | ||||||
21 | Academy; he has been awarded numerous
recognitions, including | ||||||
22 | the 2009 Waukegan Exchange Club Supervisor of the Year; and

1 | WHEREAS, For as much passion as Commander Florip has | ||||||
2 | demonstrated throughout his
extensive career in law | ||||||
3 | enforcement, he reserves the warmest and sincerest regards for | ||||||
4 | his
beloved family: his wife, Mandi, and their 3 children; and
| ||||||
5 | WHEREAS, Commander Florip has been a resident of Lake | ||||||
6 | County since 1979; he enjoys
spending his leisure motorcycle | ||||||
7 | riding with his wife and vacationing in their cabin in | ||||||
8 | Michigan; and
| ||||||
9 | WHEREAS, Commander Florip has been a most remarkable member | ||||||
10 | of the Waukegan
community, who day-in and day-out provides a | ||||||
11 | valuable, selfless service to the residents of
Lake County; his | ||||||
12 | unbridled commitment to the protection and reverence for the | ||||||
13 | law is as fervent
today as ever; therefore, be it
| ||||||
14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
15 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
16 | recognize Commander Joseph H. Florip for his accomplishments | ||||||
17 | and wish him continued success as Commander of Police; and be | ||||||
18 | it further
| ||||||
19 | RESOLVED, That a suitable copy of this resolution be | ||||||
20 | presented to Commander Florip as a
symbol of our utmost respect | ||||||
21 | and esteem.
