|
2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate Chuck Balling on the |
4 | | occasion of his retirement as Executive Director of the |
5 | | Glenview Park District; and
|
6 | | WHEREAS, Chuck Balling became Executive Director of the |
7 | | Glenview Park District 9 years ago, and he has spent 40 years |
8 | | in the field of parks, recreation, and conservation; and
|
9 | | WHEREAS, The Glenview Park District was founded in 1927; it |
10 | | is one of the largest independent municipal agencies in |
11 | | Illinois, providing quality recreational programs, facilities, |
12 | | and open space; it serves more than 56,000 residents and |
13 | | maintains and operates more than 845 acres with 51 parks and |
14 | | facilities; and
|
15 | | WHEREAS, Chuck Balling oversaw many of the District's |
16 | | facility improvement projects; he was a
strong proponent of |
17 | | environmental and historical initiatives and fostered
|
18 | | intergovernmental cooperation; and
|
19 | | WHEREAS, In addition to Glenview, Chuck Balling has |
20 | | actively served other communities
through several of the top |
21 | | park districts in Illinois including Naperville,
|

1 | | Homewood-Flossmoor, Elmhurst, and Gurnee; he is past Chairman |
2 | | of
the Park District Risk Management Agency and currently |
3 | | serves on
the board; he is Past President and current member of |
4 | | the Glenview Noon
Rotary Club, Past Co-chair and current member |
5 | | of the Glenview Values
Committee, and serves on the Northern |
6 | | Suburban Special Recreation
Association Board of Directors; |
7 | | and
|
8 | | WHEREAS, Chuck Balling received the 1989 Distinguished |
9 | | Alumni Award from Eastern Illinois
University's Recreation |
10 | | Department and the 1999 Illinois Park and
Recreation |
11 | | Association (IPRA) Professional of the Year Award; in 2011, he |
12 | | received the IPRA Fellow
Award, and, in 2012, he received the |
13 | | IPRA Robert Artz Lifetime Achievement Award; he has written a |
14 | | number of articles for both the Illinois Park and
Recreation |
15 | | and the Athletic Business magazines and has been a presenter at |
16 | | their
annual conferences; and
|
17 | | WHEREAS, Chuck Balling received his Bachelor of Science in |
18 | | Parks and Recreation Administration
from Eastern Illinois |
19 | | University in 1975 and a Master of Arts degree from
DePaul |
20 | | University in 1998; in retirement, he will be celebrating his |
21 | | 25th
wedding anniversary with his wife, Marlene, and enjoying |
22 | | Glenview's parks
and recreational opportunities with his 3 |
23 | | daughters, Anna, Julia, and
Allie; and

1 | | WHEREAS, Chuck Balling's retirement will be official on |
2 | | March 31, 2014; therefore, be it
|
3 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
4 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
5 | | congratulate Chuck Balling on his retirement as Executive |
6 | | Director of the Glenview Park District and wish him the best in |
7 | | all his future endeavors; and be it further

8 | | RESOLVED, That a suitable copy of this resolution be |
9 | | presented to Chuck Balling as an expression of our esteem and |
10 | | respect.
