and has reached an intolerable level |

5 | | WHEREAS, People in urban, suburban, and rural areas of |
6 | | Illinois experience
indigency, proving that it is not just a |
7 | | big city problem; and

8 | | WHEREAS, Each year sees an increase in the number of deaths |
9 | | among those who
lack funds to provide the barest essentials of |
10 | | life; and
|
11 | | WHEREAS, Bitter cold winters and extremely hot summers have |
12 | | cost the lives of
those individuals who simply could not afford |
13 | | heating or air coolants and died
from exposure; and
|
14 | | WHEREAS, In remembering those who have died, we must reach |
15 | | out to help those
in need; the extent to which our society can |
16 | | counter the effects of indigency
is a good measure of its |
17 | | humaneness; and

18 | | WHEREAS, W. Earl Lewis served as Director of the Memorial |
19 | | Ministry of Indigent Persons until his death and in his |
20 | | capacity as Director, advocated for recognition of a day of |
