20State Educator Preparation and Licensure Board, may adopt such
21rules as may be necessary to govern the requirements for
22licenses and endorsements under this Section.

HB3477- 2 -LRB099 10051 NHT 30274 b

25 License with Stipulations shall be issued an endorsement
26 that limits the license holder to one particular position

HB3477- 3 -LRB099 10051 NHT 30274 b
1 or does not require completion of an approved educator
2 program or both.
3 An individual with an Educator License with
4 Stipulations must not be employed by a school district or
5 any other entity to replace any presently employed teacher
6 who otherwise would not be replaced for any reason.
7 An Educator License with Stipulations may be issued
8 with the following endorsements:
9 (A) Provisional educator. A provisional educator
10 endorsement in a specific content area or areas on an
11 Educator License with Stipulations may be issued to an
12 applicant who holds an educator license with a minimum
13 of 15 semester hours in content coursework from another
14 state, U.S. territory, or foreign country and who, at

21 required for the endorsement, from a regionally
22 accredited college or university or, for

24 United States, the equivalent of a minimum of a
25 bachelor's degree issued in the United States,

5 However, a provisional educator endorsement for
6 principals may not be issued, nor may any person with a
7 provisional educator endorsement serve as a principal
8 in a public school in this State. In addition,
9 out-of-state applicants shall not receive a
10 provisional educator endorsement if the person
11 completed an alternative licensure program in another
12 state, unless the program has been determined to be
13 equivalent to Illinois program requirements.
14 Notwithstanding any other requirements of this
15 Section, a service member or spouse of a service member
16 may obtain a Professional Educator License with
17 Stipulations, and a provisional educator endorsement

20 standing from another state, meets the qualifications
21 of educators outlined in Section 21B-15 of this Code,
22 and has not engaged in any misconduct that would
23 prohibit an individual from obtaining a license
24 pursuant to Illinois law, including without limitation
25 any administrative rules of the State Board of
26 Education; however, the service member or spouse may

HB3477- 5 -LRB099 10051 NHT 30274 b

10 District of Columbia.
11 A provisional educator endorsement is valid until
12 June 30 immediately following 2 years of the license
13 being issued, during which time any remaining testing
14 and coursework deficiencies must be met. Failure to

16 individual, including any service member or spouse who
17 has obtained a Professional Educator License with
18 Stipulations and a provisional educator endorsement in
19 a specific content area or areas, is ineligible to
20 receive a Professional Educator License at that time. A

5 application and payment of the appropriate fee, as
6 required under Section 21B-40 of this Code. An
7 individual who holds only a paraprofessional educator
8 endorsement is not subject to additional requirements
9 in order to renew the endorsement.
10 (3) Substitute Teaching License. A Substitute Teaching
11 License may be issued to qualified applicants for
12 substitute teaching in all grades of the public schools,
13 prekindergarten through grade 12. Substitute Teaching

15 a Substitute Teaching License must hold a bachelor's degree
16 or higher from a regionally accredited institution of
17 higher education.
18 Substitute Teaching Licenses are valid for 5 years and
19 may be renewed if the individual has passed a test of basic
20 skills, as authorized under Section 21B-30 of this Code. An
21 individual who has passed a test of basic skills for the
22 first licensure renewal is not required to retake the test

HB3477- 15 -LRB099 10051 NHT 30274 b
1 Educator License with Stipulations suspended or revoked or
2 has not met the renewal requirements for licensure, then
3 that individual is not eligible to obtain a Substitute
4 Teaching License.
5 A substitute teacher may only teach in the place of a
6 licensed teacher who is under contract with the employing
7 board. If, however, there is no licensed teacher under
8 contract because of an emergency situation, then a district
9 may employ a substitute teacher for no longer than 30
10 instructional calendar days per each vacant position in the
11 district if the district notifies the appropriate regional
12 office of education within 5 business days after the
13 employment of the substitute teacher in the emergency
14 situation. A district in an emergency situation may employ
15 as a substitute teacher an educator who holds a
16 Professional Educator License or Educator License with
17 Stipulations that is endorsed for the grade level of
18 instruction for up to 120 days if the district notifies the
19 appropriate regional office of education within 5 business
20 days after the employment of the educator in the emergency
21 situation. If an emergency situation exists for more than
22 30 instructional days, then the district shall recertify to
23 the regional office of education that an emergency
24 situation continues to exist and such recertification
25 shall occur in 30-calendar-day increments, provided that
26 no one teacher may be employed for more than a

HB3477- 16 -LRB099 10051 NHT 30274 b
1 120-instructional-day period in such an emergency
2 situation. An emergency situation is one in which an
3 unforeseen vacancy has occurred and (i) a teacher is unable
4 to fulfill his or her contractual duties or (ii) teacher
5 capacity needs of the district exceed previous
6 indications, and the district is actively engaged in
7 advertising to hire a fully licensed teacher for the vacant
8 position.
9 There is no limit on the number of days that a
10 substitute teacher may teach in a single school district,
11 provided that no substitute teacher may teach for longer
12 than 90 school days for any one licensed teacher under
13 contract in the same school year. A substitute teacher who
14 holds a Professional Educator License or Educator License
15 with Stipulations shall not teach for more than 120 school
16 days for any one licensed teacher under contract in the
17 same school year. The limitations in this paragraph (3) on
18 the number of days a substitute teacher may be employed do
19 not apply to any school district operating under Article 34
20 of this Code.
