SENATE RESOLUTION
2 WHEREAS, The Illinois Department of Corrections is
3integral to the public safety of the citizens of the State of
4Illinois; and
5 WHEREAS, The Illinois Department of Corrections' parole
6division and Intelligence Unit are crucial in monitoring and
7collecting data and information on potential criminal
8activity, including activity regarding organized crime and
9gang activity; and
10 WHEREAS, The integrity of all employees at the Department
11is necessary for the safety of the public, Correctional
12employees, and inmates; and
13 WHEREAS, An investigation by the Chicago Sun-Times found
14that an employee was assigned to the Department's Intelligence
15Unit and subsequently as advisor to the Chief of Parole; that
16employee was issued a handgun during his time at the
17Intelligence Unit; and
18 WHEREAS, The investigation found that the Department
19signed off on these actions despite the employee's two dozen
20previous arrests on charges including illegal gun possession,
21arson, attempted robbery, and assault; the employee also

1admitted to being a former gang member; and
2 WHEREAS, The employee had been fired from the Department of
3Children and Family Services due to an investigation by the
4Department's Inspector General finding that he wrote hundreds
5of lewd emails while at work; and
6 WHEREAS, The Department of Corrections must follow
7statute, regulations, and administrative rules in its hiring
8process; therefore, be it
9 RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor General is
11directed to conduct an investigatory compliance audit of the
12hiring process at the Illinois Department of Corrections; and
13be it further
14 RESOLVED, That the audit include, but not be limited to,
15the following determinations:
16 (1) a compilation of the relevant laws, regulations, and
17 internal policies regarding the hiring process at the
18 Department;
19 (2) a review of the process to clear potential employees
20 for specific responsibilities and privileges; and
21 (3) an audit to determine the fidelity to which these
22 processes are followed and whether any statutes,

1 regulations, or directives were violated in the issuance of
2 a handgun to a felon; and be it further
3 RESOLVED, That any State agency that may have information
4relevant to this audit cooperate fully and promptly with the
5Auditor General's Office in the conducting of its audit; and be
6it further
7 RESOLVED, That the Auditor General commence this audit as
8soon as possible and report his or her findings and
9recommendations upon completion in accordance with the
10provisions of Section 3-14 of the Illinois State Auditing Act.
