AMENDMENT TO HOUSE JOINT RESOLUTION 26
2    AMENDMENT NO. ___. Amend House Joint Resolution 26 by
3deleting everything after the heading and replacing it with
4the following:
5    "RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
6HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
7SENATE CONCURRING HEREIN, that the End Gun Violence in
8Disproportionately Impacted Areas Task Force is created to
9study, analyze data, make recommendations, and develop policy
10proposals addressing the root causes of violence and resulting
11trauma to drastically reduce gun violence in
12disproportionately impacted areas; and be it further
13    RESOLVED, That the Task Force shall consist of the
14following members who shall serve without compensation:
15        (1) One member of the House of Representatives
16 appointed by the Speaker of the House;

1        (2) One member of the House of Representatives
2 appointed by the House Minority Leader;
3        (3) One member of the Senate appointed by the Senate
4 President;
5        (4) One member of the Senate appointed by the Senate
6 Minority Leader;
7        (5) The Executive Director of the Illinois Criminal
8 Justice Information Authority or his or her designee, who
9 shall serve as chair;
10        (6) The Director of the Department of Commerce and
11 Economic Opportunity or his or her designee, who shall
12 serve as an ex officio, nonvoting, advisory member;
13        (7) The Director of the Department of Children and
14 Family Services or his or her designee;
15        (8) The Secretary of the Department of Human Services
16 or his or her designee;
17        (9) The State Superintendent of Education or his or
18 her designee;
19        (10) The Director of the Illinois Housing Development
20 Authority or his or her designee;
21        (11) The Director of the Illinois State Police or his
22 or her designee; and
23        (12) The following members appointed by the Governor:
24            (a) One elected county official representing a
25 disproportionately impacted area;
26            (b) One elected state official representing a

1 disproportionately impacted area;
2            (c) One elected federal official representing a
3 disproportionately impacted area;
4            (d) One representative of the Chicago Police
5 Department;
6            (e) One representative of a municipal police
7 department located in a disproportionately impacted
8 area;
9            (f) Two representatives of non-profit
10 organizations with budgets over $1,000,000 that
11 primary work directly on violence reduction;
12            (g) Three representatives of non-profit
13 organizations with budgets under $1,000,000 that
14 primary work directly on violence reduction;
15            (h) Two representatives of non-profit
16 organizations that primarily engage in street level
17 violence reduction and outreach to at-risk
18 individuals;
19            (i) Three members employed by news media
20 organizations in the top five news media markets
21 nationwide as determined by Nielsen Media Research,
22 who live in a disproportionately impacted area;
23            (j) One member employed by a news media
24 organization in Illinois who lives in a
25 disproportionately impacted area; and
26            (k) Ten residents of the state that reside in

1 disproportionately impacted areas that have
2 experienced high rates of gun violence for at least
3 the previous ten years; and be it further
4    RESOLVED, That if a vacancy occurs in the Task Force it
5shall be filled in the same manner as the original
6appointment; and be it further
7    RESOLVED, That the Task Force shall meet at the call of the
8chair; and be it further
9    RESOLVED, That the Illinois Criminal Justice Information
10Authority shall provide administrative support for the Task
11Force; and be it further
12    RESOLVED, That the Task Force shall submit its final
13report to the General Assembly no later than December 31,
142026, and upon the filing of the report, the Task Force is
15dissolved; and be it further
16    RESOLVED, That suitable copies of this resolution be
17delivered to the Speaker of the House, the House Minority
18Leader, the Senate President, the Senate Minority Leader, the
19Executive Director of the Illinois Criminal Justice
20Information Authority, the Director of the Department of
21Commerce and Economic Opportunity, the Director of the

1Department of Children and Family Services, the Secretary of
2the Department of Human Services, the State Superintendent of
3Education, the Director of the Illinois Housing Development
4Authority, the Director of the Illinois State Police, and the
5Governor."
