2 | | AMENDMENT NO. ___. Amend House Joint Resolution 26 by |
3 | | deleting everything after the heading and replacing it with |
4 | | the following:

5 | | "RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
6 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
7 | | SENATE CONCURRING HEREIN, that the End Gun Violence in |
8 | | Disproportionately Impacted Areas Task Force is created to |
9 | | study, analyze data, make recommendations, and develop policy |
10 | | proposals addressing the root causes of violence and resulting |
11 | | trauma to drastically reduce gun violence in |
12 | | disproportionately impacted areas; and be it further

13 | | RESOLVED, That the Task Force shall consist of the |
14 | | following members who shall serve without compensation: |
15 | | (1) One member of the House of Representatives |
16 | | appointed by the Speaker of the House; |

1 | | (2) One member of the House of Representatives |
2 | | appointed by the House Minority Leader; |
3 | | (3) One member of the Senate appointed by the Senate |
4 | | President; |
5 | | (4) One member of the Senate appointed by the Senate |
6 | | Minority Leader; |
7 | | (5) The Executive Director of the Illinois Criminal |
8 | | Justice Information Authority or his or her designee, who |
9 | | shall serve as chair; |
10 | | (6) The Director of the Department of Commerce and |
11 | | Economic Opportunity or his or her designee, who shall |
12 | | serve as an ex officio, nonvoting, advisory member; |
13 | | (7) The Director of the Department of Children and |
14 | | Family Services or his or her designee; |
15 | | (8) The Secretary of the Department of Human Services |
16 | | or his or her designee; |
17 | | (9) The State Superintendent of Education or his or |
18 | | her designee; |
19 | | (10) The Director of the Illinois Housing Development |
20 | | Authority or his or her designee; |
21 | | (11) The Director of the Illinois State Police or his |
22 | | or her designee; and |
23 | | (12) The following members appointed by the Governor: |
24 | | (a) One elected county official representing a |
25 | | disproportionately impacted area; |
26 | | (b) One elected state official representing a |

2 | | (c) One elected federal official representing a |
3 | | disproportionately impacted area; |
4 | | (d) One representative of the Chicago Police |
5 | | Department; |
6 | | (e) One representative of a municipal police |
7 | | department located in a disproportionately impacted |
8 | | area; |
9 | | (f) Two representatives of non-profit |
10 | | organizations with budgets over $1,000,000 that |
11 | | primary work directly on violence reduction; |
12 | | (g) Three representatives of non-profit |
13 | | organizations with budgets under $1,000,000 that |
14 | | primary work directly on violence reduction; |
15 | | (h) Two representatives of non-profit |
16 | | organizations that primarily engage in street level |
17 | | violence reduction and outreach to at-risk |
18 | | individuals; |
19 | | (i) Three members employed by news media |
20 | | organizations in the top five news media markets |
21 | | nationwide as determined by Nielsen Media Research, |
22 | | who live in a disproportionately impacted area; |
23 | | (j) One member employed by a news media |
24 | | organization in Illinois who lives in a |
25 | | disproportionately impacted area; and |
26 | | (k) Ten residents of the state that reside in |

1 | | disproportionately impacted areas that have |
2 | | experienced high rates of gun violence for at least |
3 | | the previous ten years; and be it further
|
4 | | RESOLVED, That if a vacancy occurs in the Task Force it |
5 | | shall be filled in the same manner as the original |
6 | | appointment; and be it further
|
7 | | RESOLVED, That the Task Force shall meet at the call of the |
8 | | chair; and be it further
|
9 | | RESOLVED, That the Illinois Criminal Justice Information |
10 | | Authority shall provide administrative support for the Task |
11 | | Force; and be it further
|
12 | | RESOLVED, That the Task Force shall submit its final |
13 | | report to the General Assembly no later than December 31, |
14 | | 2026, and upon the filing of the report, the Task Force is |
15 | | dissolved; and be it further
|
16 | | RESOLVED, That suitable copies of this resolution be |
17 | | delivered to the Speaker of the House, the House Minority |
18 | | Leader, the Senate President, the Senate Minority Leader, the |
19 | | Executive Director of the Illinois Criminal Justice |
20 | | Information Authority, the Director of the Department of |
21 | | Commerce and Economic Opportunity, the Director of the |
