HOUSE RESOLUTION
2 WHEREAS, The safety and protection of our students and
3school personnel is one of the most important and top
4priorities; and
5 WHEREAS, Every year, concern for student safety grows as
6more and more tragic events occur in our nation's schools;
7school districts are continuously looking for new ways to keep
8those who enter their educational buildings safe; and
9 WHEREAS, The Gun-Free School Zones Act of 1990, sponsored
10by then-Senator Joe Biden and signed into law by President
11George H.W. Bush, makes it illegal for anyone "to knowingly
12possess a firearm" within 1,000 feet of a school zone; and
13 WHEREAS, The Firearm Concealed Carry Act (P.A. 98-63),
14effective July 9, 2013, prohibited any concealed carry in "any
15building, real property, and parking area under the control of
16a public or private elementary or secondary school"; therefore,
17be it
18 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
19HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
20oppose any legislation or policy that provides for local school
21boards having the option of developing safety and protection

1plans for their schools which includes administrators,
2faculty, and other staff to be actively armed while on school
3grounds; and be it further
4 RESOLVED, That a suitable copy of this resolution be
5delivered to the Illinois Association of School Boards and the
6Illinois State Board of Education.
