HOUSE RESOLUTION
2 WHEREAS, The House of Representatives recognizes the
3safety dilemma that replica guns pose to the public and the
4persons who carry them; and
5 WHEREAS, These replica guns are identical in appearance to
6real firearms and are indistinguishable from fully functioning
7firearms; and
8 WHEREAS, Even law enforcement officers have a difficulty
9distinguishing them from real firearms; and
10 WHEREAS, The inability of law enforcement officers to
11distinguish replica guns from real firearms has resulted in
12tragedy such as the incident in Cleveland, Ohio, where a
1312-year-old boy, Tamir Rice, who had been reported to police
14for displaying a gun in a park and was shot dead by police as he
15reached for the replica gun; and
16 WHEREAS, The problem of replica guns is a national issue
17and should be addressed by uniform legislation by Congress; and
18 WHEREAS, We urge the Congress of the United States to enact
19legislation that would require the manufacturers of replica
20guns to design them to be distinguishable from real firearms so

1as to protect the public and law enforcement; therefore, be it
2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
4urge the Congress of the United States to require replica gun
5manufacturers to design these guns to be bright colors; and be
6it further
7 RESOLVED, That suitable copies of this Resolution be
8presented to each member of the Illinois Congressional
9delegation.
