SYNOPSIS AS INTRODUCED:
430 ILCS 66/90

Amends the Firearm Concealed Carry Act. Provides that a municipality, including a home rule unit, may not revoke, suspend, or refuse to renew a business license or otherwise interfere with a business license issued by the municipality to a business owner, including the holder of a retail liquor license issued under the Liquor Control Act of 1934, because the business owner lawfully permits a concealed carry licensee to carry firearms into his or her business establishment. Effective immediately.

1 AN ACT concerning safety.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Firearm Concealed Carry Act is amended by
5changing Sections 90, 92, and 95 as follows:
6 (430 ILCS 66/90)
7 Sec. 90. Preemption.
8 (a) The regulation, licensing, possession, registration,
9and transportation of handguns and ammunition for handguns by
10licensees are exclusive powers and functions of the State. Any
11ordinance or regulation, or portion thereof, enacted on or
12before the effective date of this Act that purports to impose
13regulations or restrictions on licensees or handguns and
14ammunition for handguns in a manner inconsistent with this Act
15shall be invalid in its application to licensees under this Act
16on the effective date of this Act.
17 (b) A municipality, including a home rule unit, may not
18revoke, suspend, or refuse to renew a business license or
19otherwise interfere with a business license issued by the
20municipality to a business owner, including the holder of a
21retail liquor license issued under the Liquor Control Act of
221934, because the business owner lawfully permits a concealed
23carry licensee to carry firearms into his or her business

2 (c) This Section is a denial and limitation of home rule
3powers and functions under subsection (h) of Section 6 of
4Article VII of the Illinois Constitution.

6 Section 99. Effective date. This Act takes effect upon
