A BILL FOR AN ACT

 

 

RELATING TO WORKFORCE DEVELOPMENT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The Federal Workforce Innovation and Opportunity Act (WIOA), adopted by the United States Congress and signed into law by President Barack Obama on July 22, 2014, is bipartisan legislation that will improve our nation's workforce development system and help put Americans back to work.  Now more than ever, effective education and workforce development opportunities are critical for a stronger middle class.  The legislature finds that the State needs a system that prepares workers for the 21st century workforce and helps businesses find the skilled employees they need to compete and create jobs in America.

     In order to provide leadership and flexibility in implementing the WIOA, the purpose of this Act is to allow the director of labor and industrial relations to establish workforce advisory boards that will bring together partners, stakeholders, employers, and educators through these various advisory boards that will direct our economic future.

     SECTION 2.  Chapter 371, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§371-    Workforce advisory boards; established.  (a)  The director may establish workforce advisory boards to be placed in the department for administrative purposes only.  Section 26-34 shall not apply to the workforce advisory boards established pursuant to this section.

     (b)  The director or the director's designee shall serve as the chairperson of any workforce advisory board. 

(c)  The director may designate the membership of the workforce advisory boards, and the members shall be selected on the basis of their knowledge, experience, and expertise.  The members may consist of partners, stakeholders, educators, practitioners, and employers in important or emerging businesses or industries that have been identified in the State.

(d)  The workforce advisory boards shall:

(1)  Coordinate and align workforce programs and develop strategies to meet worker and employer needs;

(2)  Engage employers across the workforce system to align training with needed skills and match employers with qualified workers;

(3)  Provide new and incumbent worker training and transitional jobs that promote work-based training; and

(4)  Align the performance indicators for core programs, and add new ones related to services to employers and post-secondary credential attainment.

(e)  The members of the workforce advisory boards shall serve without compensation, but shall be reimbursed for expenses, including travel expenses, incurred in the performance of their duties."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2015.
