A BILL FOR AN ACT

 

 

RELATING TO MENTAL HEALTH.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Temporary task force; duty; composition; report; termination.  (a)  The department of health shall establish a mental health and firearms task force to examine the issues of mental health and firearms.  The task force shall specifically:

     (1)  Research current state laws, both locally and nationally, relating to mental health and firearms; and

     (2)  Based on findings, recommend legislation to address the issue of mental health and firearms.

     (b)  The temporary task force shall consist of:

     (1)  Two members of the house of representatives to be appointed by the speaker of the house of representatives;

     (2)  Two members of the senate to be appointed by the president of the senate;

     (3)  One member representing the department of health;

     (4)  One member representing the department of public safety;

     (5)  One member representing the department of the attorney general;

     (6)  One member representing the mental health community;

     (7)  One member representing the National Alliance on Mental Illness;

     (8)  One member representing the National Rifle Association;

     (9)  One member representing the Hawaii Rifle Association;

    (10)  One member representing the Hawaii Psychiatric Medical Association;

    (11)  One member representing the Hawaii Psychological Association; and

    (12)  One member who owns a gun shop.

     (c)  The task force shall submit a written report of findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2015.

     (d)  The task force shall terminate on June 30, 2015.

     SECTION 2.  This Act shall take effect upon its approval.
