HOUSE CONCURRENT

RESOLUTION

 

 

requesting the attorney general to review gun amnesty programs in other states and their potential applicability in this state.

 

 

 


     WHEREAS, the Legislature finds that other states have implemented gun amnesty programs that allow individuals to surrender firearms for compensation, without risk of questioning, arrest, or prosecution; and

 

     WHEREAS, the surrendered firearms were often obtained illegally or were lost by the legal owner; and

 

     WHEREAS, a gun amnesty program in this State would provide a way to remove dangerous and illegal firearms from the streets and place those firearms into police custody; and

 

     WHEREAS, a gun amnesty program would allow a person to surrender any firearm at any police station in accordance with established terms and conditions; and

 

     WHEREAS, under a gun amnesty program, a person who surrenders a firearm would not be required to furnish identification, photographs, fingerprints, or information about the legal ownership or history of the surrendered firearm; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the Senate concurring, that the Attorney General is requested to review gun amnesty programs in other states and applicable laws and rules in this State, and to confer with the Chief of Police of each county regarding potential barriers to the implementation of a gun amnesty program in this State; and

 

     BE IT FURTHER RESOLVED that the Attorney General is requested to submit a report of any findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2018; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Attorney General and the Chief of Police of each county.
