       The Committee on Ethics and Elections (Bradley) recommended the
       following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 1225 and 1226
    4  insert:
    5         Section 16. Section 106.151, Florida Statutes, is created
    6  to read:
    7         106.151 Use of public funds prohibited.—Public funds may
    8  not be used to advocate for or against any matter that is the
    9  subject of an amendment or a revision to the State Constitution,
   10  regardless of whether the amendment or revision was proposed by
   11  the Legislature, through the initiative process, by the
   12  Constitution Revision Commission, by the Taxation and Budget
   13  Reform Commission, or by a constitutional convention. The
   14  prohibition includes the use of state funds to publish,
   15  broadcast, or disseminate public service messages concerning an
   16  amendment or a revision on the ballot, regardless of whether the
   17  public service messages are limited to factual information.
