    1         Senate Amendment to Amendment (970074) 
    2  
    3         Delete line 181
    4  and insert:
    5  intrusive means. This standard of proof does not apply to
    6  evacuation orders and anti-looting-related orders issued in
    7  response to a declared disaster; such orders need only be
    8  justified under a rational basis standard.
