The Committee on Rules (Braynon and Book) recommended the
following:

5 and insert:
6 Section 22. Section 1006.149, Florida Statutes, is created
7 to read:
8 1006.149 Public School Emergency Response Learning System
9 Program.—
10 (1) The Public School Emergency Response Learning System
11 Program is established to assist school personnel in preparing
12 for and responding to active emergency situations and to
13 implement local notification systems for all Florida public
14 schools, with the ultimate goal of preventing tragedy and the
15 loss of life through proactive strategies.
16 (2) The program is created within the department and shall
17 be administered by the Office of Safe Schools, established
18 pursuant to s. 1001.217. Through the program, local law
19 enforcement agencies shall partner with participating public
20 preschools, public child care providers, or public school
21 districts and schools. Training, notifications, and resources
22 must be available for school personnel and students and their
23 families through, at minimum, the following mechanisms:
24 (a) Activities and direct training to mitigate risk and
25 save lives in emergency situations, such as lockdown, bomb
26 threat, active shooter, and other emergency situations.
27 (b) Vital local notification systems implemented to alert
28 schools of imminent danger.
29 (c) Other resources provided in conjunction with the
30 training including, but not limited to, an emergency plan flip
31 chart, communication cards, instructional resources, activity
32 books for children and teachers, and certificates of training
33 and completion.
34 (3) Each program participant must develop a preemptive plan
35 of action that includes multiple options for addressing various
36 situations based on the form of danger present and the unique
37 needs and circumstances of each school and its faculty, staff,
38 students, and visitors.
39 (4) A school district must include in its emergency
40 notification procedures established pursuant to s. 1006.07 any
41 program participant who notifies the district of his or her
42 desire to participate.
43 (5) Funding for program activities may be provided by the
44 Legislature to implement this section.

55 entities; specifying activities, training,
56 notification systems, and resources provided through
57 the program; specifying the creation of a preemptive
58 plan of action; authorizing funding provided by the
59 Legislature to implement the program; creating s.
