    1                        A bill to be entitled                      
    2         An act relating to the Florida Business Information
    3         Portal; creating s. 20.166, F.S.; establishing the
    4         Florida Business Information Portal within the
    5         Department of Business and Professional Regulation;
    6         requiring the department, in collaboration with
    7         specified state agencies, to implement the portal by a
    8         specified date; specifying the contents of the portal;
    9         requiring designated state agencies to cooperate with
   10         the department in the development, implementation, and
   11         updates of the portal; authorizing the Department of
   12         Business and Professional Regulation to contract for
   13         services to develop the portal; repealing s. 215.1995,
   14         F.S., relating to the One-Stop Business Registration
   15         Portal Clearing Trust Fund; repealing s. 288.109,
   16         F.S., relating to the One-Stop Business Registration
   17         Portal; providing procedures for the termination of
   18         the trust fund; providing an effective date.
   19          
   20  Be It Enacted by the Legislature of the State of Florida:
   21  
   22         Section 1. Section 20.166, Florida Statutes, is created to
   23  read:
   24         20.166 Florida Business Information Portal.—
   25         (1) The Florida Business Information Portal is established
   26  within the Department of Business and Professional Regulation.
   27         (2) By June 30, 2017, the Department of Business and
   28  Professional Regulation, in collaboration with the state
   29  agencies identified in subsection (4), shall implement the
   30  Florida Business Information Portal. The Florida Business
   31  Information Portal shall provide the information needed to start
   32  and operate a business in Florida, including information
   33  regarding licenses, permits, or registrations that are issued by
   34  the state agencies in subsection (4).
   35         (3) The Florida Business Information Portal must provide at
   36  least the following:
   37         (a) A downloadable guide on how to start and operate a
   38  business in Florida.
   39         (b) A list of business types and a checklist for starting
   40  each type of business.
   41         (c) Information regarding business tax registration and
   42  filing.
   43         (d) Information regarding registering with the Department
   44  of State.
   45         (4) The state agencies that must cooperate with the
   46  Department of Business and Professional Regulation in the
   47  development, implementation, and ongoing content updates of the
   48  Florida Business Information Portal include, but are not limited
   49  to:
   50         (a) The Agency for Health Care Administration.
   51         (b) The Department of Agriculture and Consumer Services.
   52         (c) The Department of Economic Opportunity.
   53         (d) The Department of Environmental Protection.
   54         (e) The Department of Financial Services, including the
   55  Office of Financial Regulation and the Office of Insurance
   56  Regulation.
   57         (f) The Department of Health.
   58         (g) The Department of Highway Safety and Motor Vehicles.
   59         (h) The Department of the Lottery.
   60         (i) The Department of Management Services.
   61         (j) The Department of Revenue.
   62         (k) The Department of State.
   63         (l) The Fish and Wildlife Conservation Commission.
   64         (5) The Department of Business and Professional Regulation
   65  may contract for services to develop the Florida Business
   66  Information Portal.
   67         Section 2. Section 215.1995, Florida Statutes, is repealed.
   68         Section 3. Section 288.109, Florida Statutes, is repealed.
   69         Section 4. The One-Stop Business Registration Portal
   70  Clearing Trust Fund within the Department of Revenue, FLAIR
   71  number 73-2-977, is terminated. The Chief Financial Officer
   72  shall close out and remove the terminated trust fund from the
   73  various state accounting systems using generally accepted
   74  accounting principles concerning warrants outstanding, assets,
   75  and liabilities.
   76         Section 5. This act shall take effect July 1, 2015.
