       Senator Polsky moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 3014 and 3015
    4  insert:
    5         Section 82. (1)The Legislature finds that:
    6         (a)The health effects experienced by children and adults
    7  from the fluoridation of drinking water are well documented, and
    8  water fluoridation has been a nationwide practice since the
    9  1940s.
   10         (b)Tooth decay is a common cause of chronic disease among
   11  children and, if left untreated, may decrease a child’s quality
   12  of life and negatively impact his or her ability to thrive.
   13         (c)The Centers for Disease Control and Prevention has
   14  found that water fluoridation is a proven method to improve oral
   15  health in both children and adults.
   16         (d)Some researchers have questioned the need for water
   17  fluoridation, suggesting that systemic fluoride exposure is
   18  associated with negative health effects, including cognitive
   19  impairment, neurobehavioral issues, and skeletal fluorosis.
   20         (2)The Office of Program Policy Analysis and Government
   21  Accountability (OPPAGA) shall conduct a study of the effects of
   22  water fluoridation in communities that have elected to
   23  fluoridate their water system.
   24         (a)The study must include all of the following
   25  information:
   26         1.The number of communities in this state receiving
   27  fluoridated water through the community’s water system.
   28         2.The financial impact of water fluoridation on this
   29  state.
   30         3.The benefits and risks associated with water
   31  fluoridation for both children and adults.
   32         4.Any health impacts documented or reported in the last 25
   33  years, whether positive or negative, which were caused by or
   34  otherwise associated with water fluoridation in such
   35  communities.
   36         (b)In conducting the study, OPPAGA shall consult with any
   37  interested entities.
   38         (c)OPPAGA shall submit the study to the Governor, the
   39  President of the Senate, and the Speaker of the House of
   40  Representatives by January 1, 2026.
   41         (3)This section expires June 30, 2026.

   51         authorizing OPPAGA to consult with any interested
   52         entity in conducting the study; requiring OPPAGA to
   53         submit the study to the Governor and the Legislature
   54         by a specified date; providing for expiration;
   55         reenacting s. 295.07(5)(a), F.S., relating to
