       The Committee on Governmental Oversight and Accountability
       (Steube) recommended the following:
       
    1         Senate Amendment (with directory and title amendments)
    2  
    3         Delete line 59
    4  and insert:
    5         (17)(a) As used in this section, the term “courthouse”
    6  means a building in which trials and hearings are conducted on a
    7  regular basis. If a building is used primarily for purposes
    8  other than the conduct of hearings and trials and housing
    9  judicial chambers, the term courthouse includes only that
   10  portion of the building that is primarily used for hearings and
   11  trials and judicial chambers.
   12         (b) A local ordinance, administrative rule, administrative
   13  order, or regulation that is in conflict with the definition of
   14  courthouse in this subsection or the rights set forth under
   15  subparagraph (12)(a)4. is preempted to the Legislature under s.
   16  790.33. The person, justice, judge, county, agency,
   17  municipality, district or other entity that enacts or causes to
   18  be enforced a local ordinance, administrative rule,
   19  administrative order, or regulation that is preempted is subject
   20  to the penalties set forth in 790.33 including, but not limited
   21  to, civil fines and removal from office by the Governor.
   22         Section 2. This act shall take effect upon becoming a law.

   27  and insert:
   28         Section 1. Present subsection (17) of section 790.06,
   29  Florida Statutes, is redesignated as subsection (18), a new
   30  subsection (17) is added to that section, and present paragraph
   31  (a) of subsection (12) of that section is amended, to read:
