AN ACT BANNING THE PURCHASE, POSSESSION AND SALE OF POWDERED ALCOHOL.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective October 1, 2015) (a) As used in this section, "powdered alcohol" means molecularly encapsulated alcohol in powdered form that may be used in such form or reconstituted as an alcoholic beverage when mixed with water or other liquid.
(b) No person shall knowingly purchase, possess or sell powdered alcohol.
(c) Any person who knowingly purchases or possesses powdered alcohol in violation of subsection (b) of this section shall be fined not more than five hundred dollars per violation.
(d) Any person who knowingly sells powdered alcohol in violation of subsection (b) of this section shall be fined not more than one thousand dollars or imprisoned not more than six months, or both.
This act shall take effect as follows and shall amend the following sections: | ||

To protect the public by banning the purchase, possession and sale of powdered alcohol.
