AN ACT CONCERNING THE LOCATIONS OF FIREARMS TRAINING FACILITIES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to (1) prohibit a state agency from constructing a firearms training facility unless such state agency (A) purchased or leased the property on which such firearms training facility will be located prior to January 1, 2015, and such property is not public land, (B) constructs such firearms training facility on property owned or leased and used by the federal or state government as a firearms training facility prior to January 1, 2015, or (C) purchases or leases property on which such firearms training facility will be located and such construction is approved by the municipality within whose territorial limits such firearms training facility is to be located, and (2) direct the Department of Emergency Services and Public Protection to conduct a study regarding its firearms training needs and identify property previously considered for the construction of a firearms training facility as deficient for such construction.

Statement of Purpose:

To limit the locations of state firearms training facilities and to direct the Department of Emergency Services and Public Protection to conduct a study regarding its firearms training needs.
